Job Overview MTSI is seeking a seasoned

Foreign Disclosure and Policy Support

officer with a TS/SCI clearance to serve as an advisor to the Air Force client at Wright Patterson AFB, OH or Hanscom AFB. The role will support the client’s disclosure program and may require up to 25% travel.

Key Responsibilities

Process all requests for disclosure of information to partners.

Review products for release and process Requests for Information (RFIs) from foreign governments and international organizations.

Obtain security clearance information and verify foreign national status prior to release of classified material.

Ensure classified material is passed appropriately.

Maintain a permanent electronic database of all disclosure decisions.

Draft and support Project Agreements (PAs), identify existing Memorandums of Understanding (MOUs), and generate policy documents such as Delegation of Disclosure Authority Letters (DDLs), ITAR Agreements, Technical Assistance Agreements (TAAs), and others.

Support information sharing of foreign and public disclosures, including Freedom of Information Act (FOIA) requests, pre‑publication reviews, and delisting/litigation support.

Conduct document review, agency coordination, draft correspondence, and make release recommendations.

Support downgrade and declassification requests on behalf of the customer.

Complete relevant foreign disclosure courses or hold a Combatant Command (CCMD) equivalent certification to be considered trained and certified.

Prepare, review, and track foreign disclosure requests through the Foreign Disclosure Management System.

Draft MOUs, PAs, ITAR Agreements, TAAs, and DDLs.

Review information sharing requests submitted via the information sharing portal.

Submit requests to data owners and record responses.

Coordinate with Terrorism and Financial Intelligence (TFI) and the Intelligence Community (IC) to agree on cleared language when required.

Annotate records appropriately and submit requests for inspection by the Government Project Manager.

Manage and maintain supporting databases and files.

Establish trusted relationships with customers, suppliers, and stakeholders.

Work both independently and as part of a broader engineering, program management, and security team.

Support presentations and other office documentation.

Work across multiple networks and classification levels, adhering to all security policies, procedures, and processes.

Candidate Requirements

Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems.

Knowledge of military foreign release procedures.

Experience with collaboration tools such as Confluence and/or Jira.

Knowledge of overall Air Force structure, directives, and policies.

Team player with ability to work across all levels of a project team.

Excellent time‑management, organizational, coordination, communication, and presentation skills.

Ability to own and complete complex tasks and shift quickly in a fast‑paced, dynamic environment.

Required Qualifications

Bachelor’s Degree or equivalent with a minimum of 8 years of foreign disclosure experience and/or policy work.

Experience with Air Force information dissemination procedures.

Experience with Sensitive Compartmented Information (SCI) classification matters, sanitization, downgrading, de‑compartmentalization, and operational use.

Ability to obtain and maintain a Top‑Secret Government‑issued security clearance.

Explicit knowledge of relevant guidelines concerning foreign disclosure, intelligence information sharing, and mastery of the functions, processes, principles, methods, and procedures used in analyzing, evaluating, and responding to disclosure requests.
