Public Works Director

Public Works Director will develop effective working relationships with elected, community, and all City officials to ensure cooperation and efficient operations. Ensure the Department's work environment is responsive, respectful, value-based, and innovative. The principal duties of this position are performed in an office and field environment. The Public Works Director position is an appointed position and is considered exempt according to the administrative duties section of the City of Heyburns Personnel Policy and the Fair Labor Standards Act. This position is performed under the general supervision of the Mayor, and is subject to: Federal, State and City codes/regulations, City resolutions, The general direction of and standards recommended by: Heyburns City Council, The Association of Idaho Cities, and ICRMP. The incumbent must maintain compliance with City Ordinances and, which may be amended at the direction of the Mayor and City Council. Supervises employees in the Public Works Department. Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and may be required to perform additional or different duties as needed to address City needs, requirements and evolving practices. Leadership & Administration:

Provide overall leadership for the Public Works Department, including managing and supervising the Engineering, Water, Wastewater, Irrigation, Street, Sanitation, Geographic Information Systems, Parks and Recreation, and Electrical divisions. Supervise subordinate supervisors and staff to ensure efficient operations of City assets, the progress and improved capability of staff (such as certifications and skills development), and good relations with the public. The Director shall also coordinate with partner agencies such as Bonneville Power Administration, United Electric, Idaho Department of Environmental Quality, and others. Strategic Planning & Policy Development:

Develop and implement long-term and short-term goals, objectives, policies, and operational guidelines. Oversee the development of the yearly, five-year, and long-term department plans to meet the Citys public works needs to serve the citys citizens and facilitate responsible growth and improvements for the City. Budget & Fiscal Management:

Prepare, implement, and review the departments budget, ensuring alignment with City objectives and funding priorities. Collaborates with other City departments to ensure an annual balanced budget is met. Provide budgetary recommendations to the Mayor and City Council. Proposed budgets are to be based on yearly and five-year capital improvement plans for each division within the Public Works Department. These plans should address operations and maintenance, facility upgrades, and future expansion. Regulatory Compliance:

Ensure compliance with local, state, and federal regulations, including environmental and safety standards. Work closely with regulatory agencies and maintain awareness of relevant laws and regulations particularly in water, wastewater, and electric systems Project & Program Management:

Over see capital improvement programs, construction projects, and operational programs. Manage the review and approval process for construction plans, contracts, and consultant services, assist with the oversight of projects under construction, and review the invoices and payment system of work done for the City. Supervision & Staff Development:

Work with Human Resource Director to effectively manage, coach, mentor, and evaluate department staff, fostering a positive and collaborative work environment. Develop and implement staff training and development initiatives. Assist staff with handling emergency/urgent incidents such as utility outages, snow management, traffic control, et cetera. Public Relations & Community Engagement:

Serve as the liaison between the Public Works Department, other City departments, residents, contractors, businesses, and governmental agencies. Address public inquiries
