Assistant Parks & Recreation Director

Pay Range: $96,844.80-$112,580.00 annually, depending on knowledge and experience. This position is a Senior Executive Service (SES) role and is not subject to Veteran's Preference. Minimum preparation for work includes graduation from an accredited college or university with a bachelor's degree in the appropriate discipline and five (5) years of pertinent experience, two (2) years of which must have been in a supervisory capacity. A master's degree in Recreation Management, Parks and Recreation Management, or related field is preferred, but not required. Or a combination of education, training, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources. Necessary special requirements include possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks. Nature of work involves highly responsible professional and administrative work serving as Assistant Parks & Recreation Director of the City of Pensacola. Acts as Parks & Recreation Director in the absence of the Parks & Recreation Director. An employee in this class is responsible for assisting Parks & Recreation Director with meeting the recreational needs of the community. It involves developing plans and helping to achieve the goals and visions of the department. Work includes the formulation of working policy and procedures in accordance with general policy directives of the Parks & Recreation Director. Supervision is exercised over professional, technical, and clerical staff. Performance is evaluated on observed and attained results. Essential job functions include assisting in planning, directing and coordinating the work of the Parks & Recreation Department; monitoring budget and expenditures, in addition to preparing budget estimates and overseeing budget implementation based on departmental appropriations; assisting with oversight of eleven (11) recreational facilities/community centers including the programs offered at such, ninety-four (94) parks, two (2) pools, a municipal golf course, a tennis complex, multiple athletic complexes, etc.; assisting with the review and implementation of quality activities to ensure diverse services are made available to the community and meet community needs; helping to coordinate the department resources and personnel to complete projects and events; assisting with the formulation of policies and procedures for and/or about Parks and Recreation related processes at the direction of the Parks & Recreation Director; responsible for developing and delivering formal presentations to Council in the absence of the department director; offering assistance with the selection of personnel for the department promotes and participates in the training and development of personnel, and is responsible for providing input and taking action on various personnel matters (i.e., disciplinary action, etc.) in cooperation with Human Resources; working with the Parks & Recreation Director to coordinate tasks and projects within the Parks & Recreation Department, in addition to coordinating with other departments and agencies to implement programs; preparing and maintaining technical and administrative operating records and reports; acting as a liaison with Federal, State, local, and other agencies; and performing related work assigned by the City Administrator. Knowledge, skills and abilities include knowledge of modern recreational organization policies, objectives, services, and equipment; knowledge of administrative procedures and departmental rules and regulations; knowledge of pertinent Federal, State, and local laws and ordinances governing the activities of the department; knowledge of plants, shrubs, and trees indigenous to the region; knowledge of modern management techniques and methods; ability to plan, assign and evaluate the work of professional, technical, and clerical staff; ability to exercise good judgment in evaluating situations and making decisions; ability to communicate effectively with staff, City employees and the public in a manner that reflects well on the City of Pensacola; ability to prepare clear, concise, and comprehensive reports; and ability to establish and maintain effective working relationships with associates and the public. Mental and physical requirements include use of hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, peripheral vision, and depth perception. The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 45 pounds. The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions, and risk of electrical shock.
