About the Campaign Finance Board
The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. We also lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government. We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust. About the Department
The Public Affairs division promotes the agency’s key role in equipping all candidates and voters to power a fairer and more open democracy in New York City. The Partnerships and Outreach unit builds partnerships across the city to disseminate voting information, deliver accessible voter education, and conduct direct‑to‑voter outreach, creating pathways for all New Yorkers to gain trustworthy and accessible information and education around voting and democracy. NYC Votes is an initiative of the New York City Campaign Finance Board (CFB) that informs New Yorkers about elections and boosts their civic participation. We are seeking a Senior Outreach Manager who will report to the Director of Partnerships and Outreach, supervise the Field Coordinator, Outreach Coordinator, and other staff, and support the CFB’s Charter mandate to increase participation of underrepresented voters. The role will design and execute multi‑modal outreach plans for each NYC election, typically rolling out three to six months ahead of each election, and collaborate on cross‑unit projects to ensure alignment with broader strategic priorities. Responsibilities
Supervise the Field Coordinator and Outreach Coordinator and other Outreach staff as the team grows. Set standards and goals that ensure Outreach team projects and tasks support overall Public Affairs and agency priorities. Develop and execute inter‑unit projects in line with agency priorities. Ensure the unit has resources necessary to meet business needs. Handle day‑to‑day management issues and participate in unit hiring processes. Design outreach campaigns that have measurable, relevant, realistic goals and track data. Create direct voter outreach plans that incorporate multiple methods and target priority neighborhoods and groups. Determine target universe for GOTV outreach, select contact methods, and secure volunteer support to achieve contact goals. Develop and manage workflows for triaging incoming voter inquiries from outreach campaigns and ensure timely responses. Collaborate with Data Science and Program Evaluation staff to analyze outcomes and incorporate findings to drive future initiatives. Work with Product Management, Operations, and Marketing Digital Communications to ensure the team has appropriate materials and assets. Identify opportunities to expand outreach capacity through community partnerships and volunteer engagement. Manage volunteer program growth and deployment in outreach planning. Schedule and execute regular volunteer engagement and recruitment events. Create partnership opportunities for NYC Votes partners to engage in outreach initiatives. Ensure volunteers and community partners follow CFB policies and standards during events. Work with the Director and Data team to identify metrics and maintain high‑standard data tracking processes. Update and monitor data systems to evaluate outreach work. Ensure outreach dashboards are accurate and up‑to‑date. Establish and maintain regular communication of outreach metrics. Provide culturally competent and professional assistance to voters. Collaborate across internal teams. Analyze voter data and outreach metrics for short‑ and long‑term goals. Manage multi‑month projects with diverse stakeholders. Other/Preferred Qualifications
Led city‑wide or large‑scale public engagement campaigns for voting and election work, preferably in NYC. Understanding of voter universe creation and targeting. Experience with experiential marketing and creative engagement methods. Strong grasp of voter data management and contact tools. Proficiency in one or more of NYC Votes covered languages.
