Career Team is seeking a Youth Outreach Specialist to support the development and execution of WIOA Youth program services in North Central Texas. This role engages local employers to identify meaningful job opportunities for young adults and supports recruitment, placement, and retention efforts. The Youth Outreach Specialist reports to the WIOA Youth Program Manager and connects participants with career pathways while collaborating with businesses to ensure long-term success for both the employer and the youth served by the program. Duties and responsibilities

Establish and maintain professional relationships with local businesses to develop job orders and other employment opportunities Plan and execute recruiting and hiring events for employers across industries and for diverse job seekers, using in-person and virtual platforms Collaborate with Community and Business partners to plan and execute recruiting events Present to employers and program participants about employment opportunities and labor market information (in-person and virtual) Negotiate and develop transitional and permanent job opportunities agreements (On-the-Job Training, Subsidized Employment, Work Experience, and other programs as needed) Interact with employers to create job orders and fill job vacancies Respond to and resolve local business needs through available services Follow up with employers to determine quality of services rendered and referrals provided Work with the Executive Director and program staff to ensure job seekers are assessed and matched to work-based learning opportunities Develop workplace talent and behaviors to secure internships and align with employer expectations Provide career planning and advisement to assist with job placement, advancement, and/or retention Place participants in unsubsidized employment where appropriate Track program participants to verify participation and report weekly on job placements and new employers Review individual employment/placement plans, identify barriers, and refer customers to appropriate resources to overcome barriers Develop a comprehensive Individual Employment Plan (IEP) and coordinate referrals into contracted programs on-site at One-Stop centers or in the community Perform other duties as assigned by the supervisor consistent with the role and organizational needs Qualifications

Associates Degree in Training and Development, Education, Human Resources, or related field, or equivalent job-related experience Familiarity with regulatory requirements related to job posting, recruitment, training accounts, and work-based learning Computer literate with MS Office (Word, Excel, Outlook) and ability to learn specialized databases and software Experience establishing worksites for Work Experience, Subsidized Employment, and On-the-Job Training contracts Excellent problem-solving, interpersonal, time management, and communication skills (oral and written) Knowledge of WIOA contracts and programs preferred Commitment and passion for the company mission; able to work independently and as part of a team Valid Driver’s License Additional Skills / Knowledge

Bilingual or Multilingual Strong multitasking abilities and proactive approach Training in Trauma-Informed Care, evidence-based practice, or whole family services Benefits knowledge (Medical, Life Insurance, Short & Long Term Disability) Paid Time Off (PTO) and Paid Holidays Travel and Salary

Travel: 30% within and outside the designated worksite. Salary: $45,000 - $55,000 Employment type
