This position is in the Colorado Department of Revenue, Firearms Dealer Division (FDD). The Criminal Investigator III conducts investigations of permitted firearms businesses to ensure compliance with Colorado Statutes and Regulations. This position details findings in investigative reports for criminal court and administrative actions, and testifies in administrative or criminal proceedings as to these details. It provides training, education, and outreach to stakeholders including local authorities, law enforcement agencies, firearms dealers and employees, and the general public to provide information regarding regulations and laws governing the firearms industry. It assists permittees with information to correct identified issues and performs duties as assigned by the appointing authority or supervisor. A typical day as a Criminal Investigator in the Firearms Dealer Division includes serving as a certified Peace Officer (P.O.S.T.) to administer and enforce Colorado\'s Firearms Dealer laws in a consistent and common-sense manner, serving and protecting the Colorado public, and fostering a safe and compliant industry for those who participate in the firearms business. The position conducts investigations to ensure compliance with Colorado Statutes and Regulations, prepares investigative reports for court or administrative actions, testifies as needed, provides training and outreach to stakeholders, and assists permittees with information to correct issues. Duties are performed as assigned by the appointing authority or supervisor. Primary Duties

Criminal and Regulatory Investigations Upon assignment or self-discovery conducts and plans investigations of alleged violations of Colorado firearms statutes, criminal statutes, and regulations to determine if a violation has occurred and takes appropriate action, such as issuing a criminal summons or completing a charging document for criminal violations, or a investigation report recommending administrative action for proposed regulatory allegations and violations for review by management and the appointing authority. Conduct interviews in response to active administrative and criminal investigations. Interview witnesses, suspects, complainants, applicants, permittees, and the general public to obtain information or evidence related to the investigation. Understand and utilize division reporting procedures, evidence tracking system, and other databases to support investigations. Make physical arrests when necessary for violations identified during investigations, consistent with department and division policy. Statutory Enforcement Responds to complaints and proactively visits/inspects permitted Colorado firearms businesses as an armed peace officer to prevent and discourage prohibited possession, sale, and transfer of firearms. Upon request from a law enforcement agency, conducts investigations of firearms dealer permittees for potential illegal firearms transactions that may have contributed to serious bodily injury or death. Regulatory Compliance Responds to and investigates complaints of alleged violations of Colorado Firearms Dealer regulations from permittees, law enforcement, local authorities, and the public. Utilizes and demonstrates proficiency in interview techniques and applicable methodologies during investigations. Administrative Accurately documents all work time and leave in the time-tracking database and submits requests for overtime and leave to the supervisor. Maintains communication with team members and supervisory staff and is available for contact by management, supervisors, co-workers, and stakeholders. Attends Department training to maintain required certifications (arrest control/defensive tactics, firearms, CCIC, and other certifications as mandated). Prepares reports and documents consistent with division policies and practices. Residency and Classification

Experience:

Six (6) years of full-time professional investigative experience in a regulatory environment. AND Must possess a valid Colorado POST certification that is active, in good standing, and free of restrictions, suspensions, or revocations at the time of applying. OR Education/Experience:

Bachelor\'s degree from an accredited institution in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or closely related field; two (2) years of full-time professional investigative experience in a regulatory environment; and must possess a valid Colorado POST certification that is active, in good standing, and free of restrictions, suspensions, or revocations at the time of applying. Necessary Qualifications: Applicants must pass a background investigation and tax check prior to appointment to the Firearms Dealer Division. Must possess and maintain a valid Colorado driver\'s license (at time of application). Must pass a pre-employment background check. Must pass a pre-employment Physical and Psychological evaluation. Willingness to work nights, rotating shifts, weekends, holidays, and be on-call for emergencies and supervisory response. Maintains proficiency and qualification with firearms and other defensive equipment as required by Colorado P.O.S.T. Attends all DOR compliance training modules and maintains certifications in arrest control techniques. Must be willing and able to perform heavy lifting, occasionally up to 100 pounds. Preferred Qualifications Knowledge of Colorado rules and regulations related to Firearms & Dealer. Strong oral, written, and interpersonal communication skills. Experience supervising administrative investigations in a regulated environment. Problem solving and troubleshooting skills; ability to plan and organize; thorough, accurate, concise reporting. Must possess and maintain a valid Colorado driver\'s license (at time of application). Must be 21 years of age or older. Must pass a background check. Pre-Employment Drug Screen may be required.
