Overview Assists in planning, directing, and controlling the daily operations of the Utilities Department, including water and wastewater treatment plants, water distribution system, and sanitary sewer collection system, to ensure drinking water meets designated specifications and effluent water from wastewater plants meets state and federal regulations.

Responsibilities

Oversees all services divisions including water distribution, wastewater collection, SCADA & instrumentation, and meter infrastructure. Directs supervisors and superintendents to ensure field tasks, repairs, inspections, and service orders are completed efficiently and in compliance with standards.

Assist in managing the capital improvements for the Utilities Department, providing ongoing evaluation of water infrastructure condition reports and new facility needs for current facility and projected growth.

Develop and manage the capital improvement plan, including development through use of consulting services and staff participation in water and sewer master plans.

Assist in directing and managing the administrative functions of the division, including development and enforcement of policies and procedures for the annual budget, trend analysis, and preparation of a final recommended budget for Director review.

Assist in directing the annual preparation and submission of an integrated Work Plan for Operations and Administrative divisions, evaluating implementation, training, and work schedules.

Conduct performance evaluations for Operations Manager, Engineering Manager, Business Manager, and other personnel as part of responsibilities.

Provide direction to superintendents to ensure compliance with regulatory requirements, manage main repairs, sewer overflows, odor control, pump operations, construction activities, and related tasks; recommend corrective actions as needed.

Evaluate and analyze water and wastewater system status and direct measures to monitor, rehabilitate, or replace aged infrastructure to minimize interruptions and environmental impact.

Manage Emergency Management Response and Coordination procedures to comply with emergency events and federal requirements.

Assist in Master Planning by directing consultants and adjusting plans as growth occurs.

Contribute to budgeting processes and financial planning for the department, including preparation of a multi-million dollar budget.

Provide customer service regarding high-water bills, fire hydrant meters, and new commercial meters.

Travel as required for city business and perform other duties as assigned.

Competencies for Successful Performance Knowledge of:

Principles and practices of water and wastewater treatment, distribution, and collection systems.

Financial and budgetary processes in administering water and sewer systems.

Environmental and regulatory compliance requirements at state and federal levels.

Municipal communication procedures and contractual documents interpretation.

Asset Management and related project administration.

Skills and Abilities:

Proficient in PC software to produce usable documents and reports.

Strong management and supervisory capabilities with staff and labor personnel.

Ability to communicate with media and the public during emergencies and for progress reporting.

Effective project status communication to Directors, City Managers, and City Council.

Coordination with all city departments to ensure efficient city operations.

Training and guidance in management techniques for subordinates.

Project planning, budgeting, contract negotiation, performance benchmarking, and environmental plan interpretation.

Ability to work with consulting firms and develop cooperative interdepartmental relationships.

Driver’s license validation, professional communication in English, independent decision-making aligned with city policies, and good physical health for duties.

Work Environment / Physical Demands Physical Effort Requirements

Position involves indoor and outdoor work with varying environmental conditions; may require lifting or moving objects and outdoor exposure; general sedentary work with occasional field duties.

Work Environment Locations

Occasional confined space, warehouse, outdoor, street, construction site, and vehicle environments.

Office or indoor environment as common setting.

Exposures

Possible exposure to hostile individuals, extreme temperatures, fumes, chemicals, and moving mechanical parts depending on assignment.

Occasional exposure to loud noises and other hazards typical of utilities work.

Travel

Regional and national travel; occasional international travel as required.

Education, Licenses, and Certifications

Bachelor's Degree from an accredited college or university in Engineering, Chemistry, Physics, Biology, Geology, or related field.

At least seven (7) years of experience in water and wastewater systems management.

At least three (3) years of managerial level experience.

Valid Texas Driver License (out-of-state license holders must obtain Texas license within 6 months).

Preferred: Class Water System Operator and/or Class C Wastewater certification.
