Construction Inspector The City of Tomball is accepting applications for the position of Construction Inspector. This position is tasked with overseeing the compliance of public improvement construction relating to streets, utilities, sidewalks, and drainage systems. The role ensures that all construction activities within city right‑of‑ways and certain private improvements adhere to local, state, and federal standards. As a representative for Engineering and Construction Management, the Construction Inspector reviews project construction against stipulated quality benchmarks and ensures that projects align with plans, specifications, and other associated documents.

Responsibilities

Preparation for Construction Projects: Review plans, specifications, city codes, and permits for assigned projects. Attend pre‑construction conferences to discuss project notes with stakeholders.

Construction Inspections: Ensure project items are constructed to city standards and contract agreements. Notify contractors of deficiencies and ensure rectification. Review project records and reports, including DWR, RFI, CO, SWPPP, and others. Inspect equipment and project materials to ensure alignment with plan specifications. Field measure, calculate, and record installed contract items for pay estimates.

Project Closeout: Oversee project closeout procedures, including inspections, as‑built plans, and deficiency resolutions.

Safety and Environmental Compliance: Ensure public and personnel safety in line with The Texas Manual on Uniform Traffic Control Devices and OSHA. Ensure project compliance with environmental standards, including TPDES permits and TCEQ requirements. Oversee SWPPP/BMP reports and manage corrective actions with contractors. Report halted infractions of city ordinances to city code enforcement.

Customer Service: Respond to inquiries from other departments, the public, and contractors on topics such as zoning, permits, and city ordinance compliance. Maintain professional relationships with contractor personnel and disseminate public service information.

Continuous Improvement: Mentor and train employees in inspection procedures and material specifications. Attend and present at training sessions related to construction materials and processes.

Perform other related duties as assigned.

Qualifications

Education: High School or GED.

Experience: Minimum of 3 years of relevant work experience.

Certification: None specified.

Licensing: Valid driver’s license, Class C license for water and wastewater.

Key Skills

Familiarity with local, state, and federal construction codes and regulations.

Understanding of city standards, contracts, and construction processes.

Awareness of safety and environmental protocols, including OSHA and TCEQ.

Proficiency in reading and interpreting construction plans and specifications.

Strong analytical and problem‑solving skills.

Excellent communication, both written and verbal.

Ability to work collaboratively with engineers, contractors, and city staff.

Capacity to maintain detailed records and produce comprehensive reports.

Work Environment

Work is performed in an office and outdoors.

May involve exposure to extreme temperatures, humidity, noise, chemicals/gases, contagious diseases, airborne particles/pathogens, and/or physical trauma.

May require work in confined spaces and exposure to fumes or airborne particles.

Must be able to sit, stand, walk for extended periods, perform repetitive wrist and hand movements, grasp, pull, push, reach, climb, balance, talk, hear, listen, comprehend, drive, and operate mechanical equipment.

Must be able to lift up to 40 pounds.

Must be able to stoop, kneel, crouch, and/or crawl.

Salary Hiring range: $56,035 - $58,843 (average $26.94 - $28.29 per hour). Salary range: $56,035 - $84,053.
