STS Systems Support, LLC (SSS) is a Government Consulting and Contracting firm supporting missions throughout the world. SSS is seeking a Military Personnel / Manpower Support Specialist to provide direct support to the Naval Health Research Center (NHRC) in San Diego, CA.
What You’ll Do:
Maintain and update service members' personnel records, assist with advancement and promotion documentation for enlisted and officer personnel.
Process administrative requests such as leave, transfers, reenlistments, separations and retirements.
Draft, review, and route
official correspondence
in compliance with Navy formatting standards.
Prepare and distribute
messages, memos, and reports . Maintain
command correspondence files
and ensure proper record retention.
Provide administrative support for
legal proceedings , such as non-judicial punishments (NJP), courts-martial, and investigations.
Prepare and process
legal documents
and maintain confidentiality.
Assist with
training records management
and ensure service members complete required training.
Support educational programs, such as
Tuition Assistance (TA)
and professional development opportunities.
Prepare and process
awards and recognition
for service members.
Assist in the preparation and submission of
Officer Fitness Reports (FITREPs)
and
Enlisted Evaluations (EVALs) .
Maintain
operational readiness records , including deployment schedules and personnel availability.
Track and manage
PERSTEMPO/OTEMPO
and
LIMDU (Limited Duty)
cases.
Maintain
operational readiness records , including deployment schedules and personnel availability.
Provide direct administrative support to the
Commanding Officer (CO) ,
Executive Officer (XO) , and other leadership.
Maintain
command binders , routing matrices, and other administrative tools.
Serve as a point of contact for service members seeking assistance with administrative matters.
Provide guidance on
Navy policies, procedures, and regulations .
System and Database Management:
Use Navy administrative systems such as:
Navy Standard Integrated Personnel System (NSIPS)
for personnel and pay management.
BUPERS Online (BOL)
for FITREPs, EVALs, and other personnel actions.
Defense Travel System (DTS)
for travel claims and entitlements.
MyNavy Portal (MNP)
for accessing personnel and training resources.
Ensure compliance with Navy policies regarding
record retention
and administrative procedures.
Maintain accurate and up-to-date files for personnel and command records.
Perform full-spectrum personnel administration for active-duty Navy, Reserve, and civilian personnel assigned to NHRC, including gains, losses, pay/entitlements, and manpower tracking
Manage official correspondence (Naval letters, messages, instructions) and route for command review/signature using Navy correspondence standards and EDMS/ETM
Serve as Command Training and Education Coordinator / Education Services Officer (ESO), managing advancement exams, Navy Campus TA/NAVY COOL, JPME, and command training records
Process military awards and recognition (personal awards, campaign/service awards, and command-level awards programs)
Provide operational administrative support including manpower analysis, TAD/TDY orders, security clearance tracking, and command recall rosters
Administer military leave, travel claims, and permissive orders via NSIPS, SLDCADA, and DTS
Prepare, route, and track Officer and Enlisted Fitness Reports/Evaluations (FITREPs/EVALs) and manage command-level performance counseling programs
Execute Command Sponsorship Program, overseas/sea duty screening, medical/dental suitability screening, and Exceptional Family Member Program (EFMP) coordination
What You Bring:
High School Diploma required; Associate’s or Bachelor’s degree preferred
5+ years of recent U.S. Navy or Joint military personnel/manpower administration experience. Previous Navy Yeoman highly preferred.
Proficiency with NSIPS, BUPERS Online, Navy Personnel Command systems, MILPERSMAN, and current manpower policies
Demonstrated experience managing awards, evaluations, training coordination, and command-level admin programs at an O5/O6-level or major staff command
Superior written and verbal communication skills with proven ability to draft and route Naval correspondence to flag-level signature
Preferred (Bonus) Skills:
Prior experience at a Navy Echelon III command or medical/research activity
Working knowledge of DTS, NFAAS, PRIMS, and FLTMPS
