Vaco is partnering with a well-established San Diego–based organization to hire a Hybrid Labor & Compliance Specialist.
This role is ideal for a labor compliance professional with strong Public Works experience who enjoys owning compliance programs, partnering with project teams, and ensuring prevailing wage and certified payroll accuracy across multiple projects. The position offers a hybrid schedule, exposure to complex public contracts, and the opportunity to play a key role in company-wide labor compliance and risk management.
Position Responsibilities and Duties:
Monitor certified payroll for both internal self-perform projects and external subcontractors
Be responsible for labor compliance company-wide
Review all public contracts (and any private contracts with special requirements) for labor requirements, including certified payroll, skilled labor, local hire, diversity, and other labor-related requirements
Work with project teams and appropriate departments to ensure proper plans are in place to monitor, report, and submit required documentation to agencies
Perform periodic audits on projects to ensure compliance
Develop risk assessments for Compliance Programs
Monitor and stay current on applicable laws and regulations that may impact company policies and procedures
Participate in third-party and government reviews, audits, and inquiries in coordination with appropriate departments and the Director of Compliance
Ensure compliance with organizational policies and procedures
Create and maintain strong working relationships with stakeholders and contractors
Conduct labor compliance training classes and seminars for stakeholders, program employees, and contractors
Review and verify payroll records, benefit statements, employer training contributions, and apprenticeship documentation to determine compliance with applicable rules and regulations
Issue requests for missing or revised documentation and communicate with contractor staff to ensure compliance
Utilize LCP Tracker and other compliance monitoring software to review and approve certified payroll and related documents
Compile information for third-party requests
Compose letters requesting payments and follow up with third-party requestors when submitting information
Perform other related duties as assigned
Minimum Skills or Experience Requirements:
Minimum of three (3) years of experience working with Public Works Labor Compliance Programs and/or Project Labor Agreements
