Utility Billing Specialist

for the dept name

Finance Department Billing and Collections Division . The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town also offers a range of PT positions in Parks & Rec, Library, and Cultural Arts. The Town is located in Johnston County, NC. Salary Grade SG 106; Recruitment Range: $44,032.00 - $54,990.00. Salary offered will be determined based on directly related experience. Work Location is Town Hall, Clayton, NC (Johnston County). The Town of Clayton is the fastest growing town in Johnston County. This position involves the generation of utility bills, handling customer inquiries related to billing and meter readings, preparing and verifying various reports, and coordinating with field staff.

Responsibilities

Initiates utility billing process to ensure accurate and timely billing and mailing to residential, commercial, industrial and institutional accounts on a weekly basis. Uploads meter reads from the AMI system into billing software and reviews for accuracy by analyzing a variety of reports. With assistance from Meter Techs, researches failed or irregular reads. Resets electric meter demand in RNI. Manages and receives readings from legacy meters. Manually enters meter readings into billing software to ensure accurate and timely billing. Calculates bills and reviews billing register for accuracy; monitors swings in monthly revenue to reflect seasonal usage or inaccuracies in billings. Submits billing file to vendor for printing and proofs bills prior to mailing. Posts bills and manually generates any “out of cycle” bills. Sends electronic billing notifications to customers. Submits billing to vendor electronically; reviews sample bill and approves. Manages the AMI system to ensure daily schedules are generated for optimization between billing software and Sensus Analytics or AMI; resolve errors reported. Daily review of SA orphaned meter report to determine cause as meter install, change out, equipment failure or error in billing software; research and update billing software with meter data to resolve issues. If cannot locate installation entity, utilize RNI GPS date to match against Cityworks. Dispatch technicians to verify and enter date into billing software. Work daily with Meter Techs to monitor variety of reports in SA (Stale Meters, No Reads, Tamper Alert, etc.). Resolve issues with field staff. Strong knowledge of key alert definitions and diagnostic resolution. Daily contact with customers regarding irregularities in consumption. Review hourly consumption history and educate customers on usage. Generates work order requests received from the Inspections Department for new meter installations. Prepare same request in Cityworks for tracking purposes. Corresponds with customers as to fees & charges for meter damage with follow thru in the billing system. Enter new meter information in the billing system. Corrects service information in system including exchanges of meters to facilitate proper account setup; assures correct information on meters during construction process; processes complex addressing issues where services are moved, or commercial building divided. Adds all utility rates to accounts as notified by Inspections Department that final inspections are complete. Documents and maintains list of all new garbage carts ordered for new construction. Monitors SA continuous consumption report for continuous flow or leaks. Contacts customers to review consumption history utilizing the RNI and SA daily/hourly reporting and graph structure to determine resolution and adjust consumption for billing once leak is repaired. Educate customers on utilizing SA portal for proactive monitoring of meter readings and consumption history. Responds to staff and customer inquiries on billings and meter reading in a timely and efficient manner. Compiles reports, spreadsheets, historical data, etc. as requested by management. Coordinates with other departments for bill backer, insert & newsletter information. Provides back up support for department processes such as cash collections, batch reconciliation, remote deposit & daily bank deposit. Advanced knowledge of AMI system infrastructure and configuration. Considerable knowledge of Town policy in regard to billing of water, sewer, garbage and electric services. Thorough knowledge of utility billing software applications and spreadsheets. Working knowledge of electric and water meter operations. Strong knowledge of the Town’s utility rate structure. Ability to create and maintain accurate records, reports and files in support of billing operation. Extensive knowledge of Excel. Skilled in conflict resolution and customer service excellence. Ability to meet critical deadlines. Ability to analyze data and problem solve. Strong written and verbal skills required. Education and Experience

High school or equivalent required with at least two years’ experience in billing and customer service experience.
