Duties Description The Human Resources Specialist 1 performs and supervises a range of human resources activities. The position is primarily located in the Payroll Unit, where the specialist prepares regular, lag and special payrolls, processes payroll transactions and provides supervision to lower‑level payroll staff.

Responsibilities

Preparation, review and submission of State payroll in accordance with the Office of the State Comptroller, Department of Civil Service and Division of Budget regulations.

Coordination of payroll operations, including processing personnel transactions and PayServ entry.

Supervision of payroll staff in payroll processing and preparation tasks.

Handling complex payroll and salary issues.

Development of internal business processes, internal control procedures and staff development materials to ensure accurate and timely payroll submissions.

Interpretation and application of policies, rules and regulations issued by OSC, DCS, DOB, Collective Bargaining Agreements and State Finance law.

Monitoring and assistance of employees with conditions of employment (time and attendance, employment benefits, driver and professional licenses, probation, performance evaluations, seniority determinations, etc.).

Leave management, vacancy management and hiring, worker’s compensation, labor relations and disciplinary processes (serving notices of discipline, conducting investigations, preparing for arbitration cases).

Qualifications

One year of professional human resources experience OR a Juris Doctor, master’s or higher degree in a field related to the position.

A bachelor’s or higher degree in a related field.

Two years of professional human resources experience OR a Juris Doctor, master’s or higher degree in a field related to the position AND one year of professional human resources experience.

Proficiency with computer systems and strong organizational skills.

Independent organization, prioritization and multi‑tasking skills.

Telecommuting within the OPWDD guidelines is allowed.
