The City of Saratoga Springs currently has an opening for a Public Improvements Inspector. This is a full-time, non-exempt position with the Saratoga Springs Public Works Department of approximately 40 hours per week. The position is under the specific supervision of the Lead Inspector and general supervision of the Assistant Public Works Director - Infrastructure.

Duties include inspecting City capital improvement projects along with infrastructure related projects and tasks. Persons hired will be required to maintain a communication link between the City Engineer, Assistant Public Works Director, contractors, and residents.

Job Responsibilities

Inspects projects for compliance with contract plans and specifications, standards, permit/code requirements and other city, state and federal requirements.

Prepares and maintains a variety of construction records including daily reports, as‑builts and force account logs.

Calculates, measures and documents all items of work performed for contract payment.

Ensures proper construction methods are utilized.

Reviews construction site for erosion control measures, monitors site runoff and advises contractor of corrective measures needed.

Reviews projects for safety, including traffic control, trenching operations, confined space entry, public safety, etc.

Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned projects.

Issues stop orders when work does not comply with prescribed standards or approves contractor work on the site.

Attends pre‑construction meetings to explain inspection standards and procedures to contractors and developers.

Attends meetings and continuing education classes and seminars to stay current with construction materials and practices.

Utilizes basic GIS equipment to document the location of all City‑owned and maintained infrastructure.

Performs plan reviews and documents changes that need to be made to the plans to ensure compliance with the City Standards and Specifications.

Performs other duties as assigned.

Note: This position requires a coverage schedule for Fridays. The successful applicant will be expected to participate in a Friday coverage schedule.

Education & Experience:

High School Diploma or equivalent.

Two (2) years of responsible related experience in construction and engineering trades or an equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Certifications:

Water Distribution I

OSHA Trench Safety Training

First Aid and CPR Certification

Utah Commercial Driver’s license

Knowledge, Skills and Abilities

Knowledge of civil engineering principles, practices and methods applicable to public works construction; knowledge of applicable laws, standards and regulations relating to construction, inspection, safety and traffic control; considerable knowledge of public works inspection methods and procedures.

Knowledge of construction materials and their use.

Knowledge of construction surveying practices and requirements.

Knowledge of environmental requirements and regulations relating to public works construction procedures.

Understanding how changes at one phase of construction will affect a later phase or post‑construction maintenance of the structure and ability to coordinate with other staff members, departments or divisions of the City.

Basic knowledge of street signage as per MUTC.

Ability to read and interpret complex construction drawings, plans and specifications.

Ability to understand and apply material testing procedures and results.

Ability to prepare, organize and maintain inspection field and office data, reports and systems.

Ability to perform required mathematical computations.

Ability to effectively communicate complex technical information, orally and in writing, and negotiate and problem‑solve with contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.

Ability to establish and maintain effective working relationships with construction personnel, equipment operators, supervisors and crews, and contractors.

Working Conditions

Work involves a moderate to heavy amount of physical effort with some instances of working outdoors in adverse weather and/or construction sites as well as working on or near traffic lanes.

May be required to move objects weighing up to 70 pounds.

Compensation And Benefits Salary Range:

Public Improvements Inspector I: Minimum – $26.91/hr, Midpoint – $32.29/hr, Maximum – $37.68/hr.

Public Improvements Inspector II: Minimum – $28.26/hr, Midpoint – $33.91/hr, Maximum – $39.56/hr.

Public Improvements Inspector III: Minimum – $31.49/hr, Midpoint – $37.79/hr, Maximum – $44.08/hr.

Schedule: Monday – Thursday 6:30 am – 5:30 pm with rotating Fridays.
