Job Summary / Objective Uses the International Academies of Emergency Dispatch (IAED) standards to ensure that the Charlottesville‑UVA‑Albemarle County Emergency Communications Center provide consistent, high‑quality, and effective care. The QA/QI Specialist reviews call taking, dispatch, live care, and documentation reviews to ensure standards, ECC policy and regulatory requirements are followed and to support continuous improvement in call service. Position will report to the Performance Improvement and Accreditation Supervisor.

Employment Details 12 Months, Full‑Time; Exempt, Pay Grade 34; VRS‑Eligible; Benefits‑Eligible.

Supervisory Responsibilities None.

Essential Functions

Conduct medical, fire, and police call‑taking quality assurance reviews to identify performance trends.

Conduct medical, fire, and police radio dispatch reviews.

Perform random and focused case reviews according to the IAED QA protocols.

Provide individual strengths‑based feedback and performance data to employees and PSCO Leads.

Provide evaluation reports to the supervisor for training development.

Maintain files and distribute QA data, findings, and recommendations.

Protect privacy of information according to agency policies and federal/state law.

Collaborate with the training team to identify needs and recommend operational and training improvements.

Assist in maintaining minimum staffing levels.

Perform other related duties as assigned.

Knowledge, Skills, & Abilities Comprehensive knowledge of telecommunications systems, computer‑aided dispatch and 911 systems; ability to analyze situations objectively and make sound decisions; organize, prioritize, schedule, and manage daily tasks; communicate orally, verbally, and in writing; identify problems and develop solutions; read, interpret and follow procedural manuals.

Required Education & Experience High school diploma or GED; at least one year of experience in emergency communications; must possess and maintain CPR, Emergency Medical Dispatch, Emergency Fire Dispatch, and Emergency Police Dispatch certifications; must obtain within six months of hire certifications in EMDQ, EFDQ, and EPDQ; maintain CJIS security credentialing and/or VCIN/NCIC certification.

Physical & Mental Requirements Office or classroom setting; normal hours 8 hours/day, 5 days/week; work periods may be flexible; essential personnel may work evenings, weekends, or be called back for disasters or special events.

Evaluation Performance evaluated on the ability and effectiveness in carrying out the responsibilities.

Salary Range $37.80 – $41.78 per hour (≈$78,627–$86,903 per year). Includes 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer‑paid life insurance, VRS retirement, and continuing education/training opportunities. Internal candidates receive pay adjustments per Local Government Personnel Policy.
