POSITION SUMMARY
The Energy Assistance Specialist will provide program support in all phases of the program operation and provide client services as needed.
ESSENTIAL JOB FUNCTIONS
Become familiar with rules and guidelines pertaining to services provided through various programs and determine potential eligibility
Become familiar with area resources in order to provide referrals
Serve as an advocate for the customer
Complete the Basic Intake Form to initiate all services
Set up each new client’s profile in the data base software (Currently CAP60)
Update client’s information in the data base software following each visit
Provide services within the framework of ROMA (Results Oriented Management and Accountability)
Enter personal time worked in the Automated Time Keeping system (Currently Employee Web Services)
Attend staff meetings, workshops and training events as required
Perform other tasks as deemed necessary
Client Services
Calculate income eligibility, obtain required documentation and complete applications
Review all applications for completeness and accuracy
Submit applications to the Central Office weekly
Obligate energy funds for payment on client’s utility bills
Maintain record of obligated funds vs. budgeted funds; report balances as needed
Take applications over the phone from individuals if needed
Provide information to clients over the phone, including calculating income eligibility
Attend meetings as required by funding agencies and other meetings as required
Continue professional development by participating in education courses, attending workshops and seminars, reading current materials, and working with consultants.
JOB REQUIREMENTS EDUCATION/EXPERIENCE Minimum: High School diploma or GED. Preferred education: Associates or Bachelors Degree in Business Administration, Accounting or in a related field with experience in service delivery to the underprivileged or experience in HCCAA Programs.
SKILLS AND ABILITIES Strong management and organizational skills, as well as the ability to work as a team member in the office environment. Ability to communicate effectively, maintaining courtesy at all times; Ability to be respectful of and work effectively with individuals from various ethnic, socioeconomic, educational, and cultural backgrounds. Be flexible and have well-developed written, verbal, and interpersonal skills. Be able to maintain records, assist with or initiate computer generated reports, and clearly understand written or verbal instruction. Maintain high levels of accuracy in computations, data entry, and in the completion of required reporting. Ability to identify, comprehend, and resolve elements of various situations (initiate solutions without constant supervision). Ability to learn computer software as needed.
OTHER Professional in manner and attire. No record of a conviction which would contraindicate employment. Must have a valid Texas driver’s license and a reliable vehicle with current vehicle liability insurance. Be non-judgmental. Must comply with all HCCAA Policies and maintain confidentiality in all phases of agency operations.

TYPICAL PHYSICAL DEMANDS Requires prolonged sitting at the computer workstation, standing, bending, reaching, and lifting up to 40 pounds and some driving. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, telephones, and other office equipment. Requires normal range of hearing and vision.
TYPICAL MENTAL DEMANDS Must be able to handle new and diverse work problems on a daily basis. Personal maturity is an important attribute. Must be able to resolve problems, handle conflict, and make effective decisions under pressure. Must have the ability to listen objectively to people, perceive the real problem and assist in bringing issues to a successful conclusion. Must relate and interact with employees at all levels within the Agency. Bilingual skills are encouraged.
WORKING CONDITIONS Occasionally called upon to work outside of the normal 8‑5 work day or work odd schedules. Out of town and overnight travel as required. All information associated with the Agency is confidential.
