GENERAL STATEMENT OF JOB

Under general supervision, this position determines the needs and methods for providing training and information to select populations. Reports to the Youth Family Wellness Services Supervisor or Program Administrator. ESSENTIAL JOB FUNCTIONS

Trains community leaders and citizens in the development of comprehensive prevention programs; consults with staff and other community resources in implementing programs and making referrals; conducts program evaluations to determine if training goals and objectives are met; and acts as liaison between youth, families and community services. Documents services as required by the State’s electronic Prevention System; develops a yearly needs assessment; researches, designs, implements and monitors training programs for staff and citizens; works with stakeholders in coordinating youth and family summits; provides referral information to youth and families seeking specialized services; and serves as community advocate to ensure wellness awareness. Coordinates transportation for target population to scheduled activities; coordinates meeting rooms and volunteers for agency activities; provides on-site consultation to childcare centers to meet specific training needs; plans and coordinates exhibits; provides public related materials for display; represents the agency at health fairs and festivals; and implements culturally diverse and wellness activities in the agency. Designs, administers and compiles surveys and questionnaires; collects work data from regional and state committees and adheres to state guidelines and expectations; develops policies, procedures and related forms for Prevention Library and works with Program Administrator on grants to supplement services. Creates tobacco prevention and other wellness programs; serves on committees and special teams to address at‑risk behaviors identified within the community; and assists the city in developing protective factors. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department need. PERFORMANCE INDICATORS

Has considerable knowledge of the principles, practices, and techniques of organizational development, assessment, training, mental retardation and mental health issues. Knowledge of the literature, trends and developments in the field of training programs. Promotes integration of services for at‑risk children rehabilitation among a variety of service agencies. Familiar with early childhood issues and developmentally appropriate practices, nutrition, early ATOD prevention, and family support involvement for at‑risk children. Quality of Work:

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts with co‑workers, clients and the general public. Quantity of Work:

Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings and deadlines. Safety and Housekeeping:

Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace. EDUCATION AND EXPERIENCE

Requires a Bachelor’s Degree in Social Work, Psychology, Education, or a related human service field and 3‑5 years of experience providing prevention and/or early intervention services; grant writing experience is preferred; or any combination of education and experience. SPECIAL REQUIREMENTS

A Professional Certification in the State of Virginia as a Qualified Mental Health Professional (QMHP) Adult and Child, preferred. Must possess Red Cross Cardiopulmonary Resuscitation (CPR) and First Aid Certifications or have the ability to obtain certifications within 90 days from the date of hire and maintain them as a condition of continued employment. Requires a comprehensive background investigation to include a local, state and federal criminal history check; and a sex offender registry check. Requires a valid driver’s license with an acceptable driving record. In the event of a declared emergency in the city of Portsmouth, individuals in this position are required to work shelter duty and may be called on to perform duties as required to provide for the safety and well‑being of the community. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements:

Must be physically able to operate a variety of automated office equipment which includes telephones, calculators, copiers, computer terminals, facsimile, etc. Must be able to exert up to 20 pounds force occasionally and up to 50 pounds to lift, carry, push, pull or otherwise move objects. Requires ability to speak and/or signal people to convey or exchange information and to give assignments or directions. Language Ability:
