Job Description We are seeking a highly skilled and experienced subcontract management specialist. This individual will work in a matrixed organization supporting Subcontracts, Material Program Management and other Supply Chain functions. The employee will support long‑term planning, compliance, negotiations, E3 Initiatives, Supply Chain metrics initiatives, and continuous improvement while collaborating with program management, operations, engineering, finance, and other support functions. This role will also be responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
Responsibilities
Managing subcontractor cost, schedule and technical performance, and ensuring L3Harris and customer objectives are achieved, including on‑time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.
Develop, maintain and manage strategic relationships with suppliers to achieve program, customer and corporate goals for sales, orders and profit.
Collaborate with the program team related to subcontractor activities related to all critical supply chain functions and work proactively to meet or exceed performance (cost/schedule/technical) needs.
Manage procurement processes and systems. Ensure processes are aligned with all government, corporate, and division policies as well as prime contract requirements.
Strong understanding of baseline‑centric execution and change management with the ability to review status of projects, budgets, forecasts, EVMS; prepare status reports.
Strong ability to manage cross‑functional relationships to integrate the supply chain team into program development and execution.
Establish & manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities. Will ensure supplier ability to supply parts with on‑going adjustment of material flow for adequate line fill and inventory optimization.
Responsible for initiating corrective action measures when necessary with both suppliers and employees.
Qualifications
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Must have an active Secret Clearance.
Requires broad management and leadership knowledge to lead cross‑department project teams or manage across the function.
Experience in supply chain management (including sourcing, contracts, and/or subcontract management) in the aerospace and defense industry.
Proven experience in supporting critical programs in foreign countries.
Solid knowledge of defense supply chain and purchasing processes. Needs experience with FAR/DFARS contractual terms and conditions.
Experience in negotiation of large complex subcontracts and agreements.
Earned Value Management experience / previous Control Account Manager experience.
Must have advanced computer skills and a solid understanding and knowledge of SAP systems.
Travel expected to be 20% or less.
Preferred Additional Skills
Preferred degree in Business Administration, Supply Chain Management, Engineering, or related discipline. Master’s degree in a related field, or MBA, desired.
Ability to manage change in an organization, reengineer its culture and approach to workload management.
Strong communication and interpersonal skills including the ability to interact with all levels of management.
Excellent analytical and organization skills.
