The City of Bend is accepting applications for one (1) regular, full-time Building Inspector - Plans Examiner III in the Building Safety Division of the Community Development Department. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA.). We are looking for a Building Inspector – Plans Examiner III with A-Level Electrical certification to join the Community Development Department. Reporting to the Assistant Building Official, the person in this role inspects and performs plan review for all phases and complexity levels of electrical installation in the rapidly growing City of Bend. This position is part of our 40+ person Building Safety Division that prides itself on customer service and being a great place to work – all with the shared goal of a safe and well‑constructed environment for everyone.
Classification Framework: Building Inspector - Plans Examiner III. The following duties are a sample of major duties performed in this role and are not intended to be an exhaustive list.
Commercial electrical inspections and plan reviews of small tenant improvements all the way up to 6‑story platform buildings, large pharmaceutical manufacturing, retail warehouses, you name it, we inspect it.
As part of an inspection team, many of our staff are cross certified to inspect other trades and commercial or residential construction.
As an Inspector you will be assigned daily inspections in the morning and will need to plan a route, contact builders and representatives, conduct inspections verifying installations meet approved plans, applicable building codes, state laws, city ordinances, and noting any deficiencies.
Meet on‑site to discuss code requirements with an emphasis on customer service, education and flexibility.
As a Plan Examiner you will be assigned plan reviews using CityView permit tracking software with Bluebeam PDF viewer incorporated in the program. You will review electrical design for compliance, cite applicable codes, and mark plans for use at that jobsite.
We're looking for someone with an open mind that's flexible to change and values public safety. Highly qualified candidates will have an extensive knowledge of electrical codes for installations in Oregon and possess excellent customer service skills with experience in public service and code enforcement preferable. They will have a good understanding of technology including Windows applications and Outlook. The ideal candidate will be a supportive team member who comes to work ready to use their skills and abilities to help achieve the goals of the Department and the City of Bend. They'll have experience in designing, installing, or inspecting single‑phase and three‑phase electrical installations on residential, commercial, and industrial construction. They'll also have an understanding of NEC requirements and applicable Oregon OAR and ORS laws regulating inspections and electrical installations.
Minimum Qualifications
Associate's degree from a two‑year college or technical school or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
Required Licenses & Certifications
Oregon Inspector Certification (OIC) and 1 of the following single or combination of Oregon certifications:
A‑level Plumbing Inspector (PI)
A‑level Electrical Inspector (EI)
A‑level Structural and A‑level Mechanical Inspector (SIA & MIA)
A‑level Plans Examiner and Fire and Life Safety Plans Examiner (PEA & PEF)
Current and valid Driver's license per City policies outlined in the Employee Handbook.
Desired Attributes (Optional)
Supervising Electrician License plus experience as a signing Supervising Electrician.
Experience in a lead role of large commercial electrical installations.
