Description The City of Richmond is seeking to fill the position of
Senior Policy Advisor . The successful candidate will provide advance support in developing and recommending the implementation of major policies, programs, budgets, regulations, and fiscal initiatives with a city-wide impact. The incumbent will advise on the prudent allocation of public resources and legislation.
This position is unclassified and works at the will of the appointing authority.
Duties
Actively participate in and coordinate strategic planning efforts resulting in the production of complex and/or sensitive reports and briefings on a wide range of topics.
Interpret complex policies and regulations involving a wide range of subject matters.
Build upon and establish contacts with executive‑level decision‑makers such as agency heads, legislators, City Council, and stakeholders from neighborhoods and the business community to discuss citywide policy, programs, and initiatives.
Coordinate with internal and external leadership/management to meet city/agency goals and statutory mandates.
Lead and direct the effective utilization of resources to accomplish organizational goals and/or legislative mandates.
Manage special projects of strategic significance as needed.
Research budget or operational issues, trends, and areas for efficiency/improvement related to the data being developed and analyzed.
Assist with the development and implementation of the City’s legislative strategy before governing bodies and regulatory boards.
Review and draft new and revised legislative documents such as O&R requests.
Knowledge, Skills and Abilities
Considerable knowledge of legislation gained from working in the public sector.
Knowledge of electronic databases and related software applications, governmental accounting concepts, computer programs such as Microsoft Office Suite and Oracle.
Skill in analyzing and aggregating data, interpreting manuals and operating procedures.
Assisting with special projects and programs.
Communicating with various internal and external departments effectively.
Gathering and compiling data.
Excellent oral and written communication.
Ability to multi‑task, organize, plan, prioritize, problem‑solve, and manage time effectively. Strong ability to maintain confidentiality.
Minimum Qualifications
Bachelor’s Degree in public administration, business administration, or a field directly related to the assignment.
Seven years of progressively responsible related experience, including significant management and supervisory experience.
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Preferred Qualifications
Master’s Degree in public administration, business administration, or a directly related field.
Government work experience with an emphasis in the area of legislative affairs.
Licensing, Certifications, And/Or Other Special Requirements
