Overview City of El Paso – Animal Protection Officer
Responsibilities
Under general supervision, canvass assigned areas to locate animals in violation of animal regulation laws and ordinances.
Capture, impound and transport animals using nets, ropes or other devices; then transport them to impoundment facilities.
Remove animals from trucks, place them in designated cages, and complete impoundment reports.
Investigate complaints and animal bite cases, verify animal licences and rabies vaccinations, and examine captured animals for injuries.
Assist with delivery of animal brains for rabies examination.
Conduct animal cruelty and nuisance investigations; enforce ordinances; issue warnings or citations; present cases in court.
Maintain automated record‑keeping and prepare related reports.
Represent the department or program in media engagements and public outreach (interviews, press releases, and PSA materials).
Qualifications
High School Diploma, GED, or higher, with at least one (1) year of animal welfare experience (companion pet care, husbandry or animal training).
Valid Texas Class “C” Driver’s License or equivalent from another state by appointment date.
Certification: Euthanasia Technician within six (6) months of appointment, and Basic Animal Control Officer within one (1) year of appointment.
Pass the Supplemental Questions exam and meet minimum qualifications per CSC Rules & Regulations, including seniority and veteran points.
For applicants with foreign credentials, documents must be translated and evaluated by the National Association of Credential Evaluation Services (NACES) prior to submission.
Applicants must clearly state education, experience, knowledge and skills on the application; the City will not use information on the résumé to review eligibility.
