Overview
The Training Specialist I position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Facility Management (FAC). The role focuses on planning, developing, evaluating, and updating FAC training courses and materials for Locally Employed Staff (LES) assigned to facility management offices abroad. Salary range: $90,000 - $95,000. FAC provides global support to the Department of State (DOS) by ensuring overseas posts have safe, secure, and fully functional facilities, including professional training and technical assistance for embassies and consulates worldwide.
Responsibilities
Plan, develop, evaluate, and update FAC training courses and materials for LES assigned to overseas facility management offices.
Design, develop, and deliver high-quality instructional materials and multimedia content aligned with FAC’s strategic goals to support safe and efficient facility operations.
Develop training programs to meet immediate and long-term operational and maintenance needs.
Ensure state-of-the-art systems are operated and maintained properly; support safety and functionality of DOS facilities worldwide.
Collaborate with subject matter experts (SMEs) to define learning objectives and content requirements; create e-learning modules, manuals, and multimedia presentations.
Apply instructional design principles and adult learning theories; produce storyboards, scripts, and prototypes for content flow.
Develop assessments, analyze results, and adjust content and delivery methods to improve effectiveness.
Manage and maintain the Learning Management System (LMS); provide user support and optimize courseware engagement.
Maintain a media library, provide media support services, and explore new technologies to improve content delivery.
Partner with teams to align training with organizational goals and manage the full content development cycle.
Assist with budgeting inputs for training programs and related travel or multilingual training aids as needed.
Requirements
Preferred bachelor’s degree in Instructional Design, Education, or a related field.
Minimum of 3-5 years of experience.
Contractor must be granted a Secret security clearance prior to entry on duty and maintain it throughout employment.
Available for overseas travel for short periods (up to 5%+ of the calendar year) and able to work extended hours in overseas postings.
Worldwide availability for travel and appropriate medical clearance are required.
Medical precautions for overseas travel; some locations may require special precautions regarding food and water consumption and personal safety.
Preferred Qualifications
Knowledge of adult learning theories and instructional design principles.
Experience with curriculum development and e-learning solutions.
Proficiency with e-learning tools such as Adobe Captivate, Photoshop, After Effects, or similar software.
Understanding of ADDIE or similar instructional design models to develop systematic training practices.
