The Town of Winter Park is accepting applications for a full-time Code Enforcement Officer for the Fraser Winter Park Police Department. The salary range for this position is $50,675-$70,470 dependent on qualifications. This position is eligible for benefits and overtime pay. This is general law enforcement work, responsible for protecting property and enforcing local regulations and ordinances. Work involves routine patrol work and responding to non-emergency calls, citizen complaints, and alarms. Duties include preliminary investigations, special detail assignments, administrative duties and other special assignments as assigned by superiors. SUMMARY This position is a non-POST certified, unarmed code enforcement officer. This is general law enforcement work, responsible for protecting property and enforcing local regulations and ordinances. Work involves routine patrol work and responding to non-emergency calls, citizen complaints, and alarms. Duties include preliminary investigations, special detail assignments, administrative duties and other special assignments as assigned by superiors.
EXAMPLES OF ESSENTIAL DUTIES
Enforces the Town of Winter Park and Fraser Municipal Ordinances. Conducts field inspections of violations and takes appropriate action. Conducts follow-up investigations to include written documentation to ensure compliance with appropriate codes and ordinances. May testify in court and before administrative hearings.
Responds to requests for information, assistance or complaints from business owners, guests, and community members.
Assists Fraser Winter Park Police Department Officers and other Town of Winter Park and Fraser departments in their duties.
Patrols the town in a town vehicle or on foot.
Provides traffic control, motorist, and citizen assists. Including assisting CDOT and Town Public Works crews with US Hwy 40 or street closures.
Investigates violations of the Town Code including but not limited to parking, trash, junk, and animal control.
Investigates minor traffic crashes and issues non-criminal traffic citations when appropriate.
Conducts VIN inspections.
Provides directions and general assistance to guests and residents.
Secures and protects crime scenes by establishing boundaries, locating, identifying, and collecting evidence, and briefing supervisors and investigators on their arrival.
Serves as a first‑responder to provide aid and assistance to victims of traffic and other accidents, assists fire and emergency medical services in treating and transporting victims.
Prepares and maintains a wide variety of departmental records and reports in compliance with departmental and legal policies and procedures; prepares and files thorough written case reports.
Maintains assigned uniform, vehicle, and equipment in accordance with departmental policy and procedures.
Participates in departmental training programs.
Participates in community relation's projects as required.
Performs related work as required.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of federal, state, and local laws and legal procedures.
Knowledge of or the ability to learn the department rules, regulations, policies, and procedures.
Knowledge of or the ability to learn law enforcement investigation methods, procedures, and techniques, and the ability to apply such knowledge to specific situations.
Knowledge of or the ability to learn modern methods and practices of criminal investigation, gathering evidence, preservation of evidence, and identification.
Thorough knowledge of the geography of the town and location of important buildings and areas.
Skill in the use of control devices including but not limited to Taser, baton, handcuffs, and oleoresin capsicum spray.
Ability to deal courteously and fairly with the public.
Ability to analyze situations and to take quick, effective, and reasonable courses of action given due regard to the surrounding hazards and circumstances of each situation.
Ability to write clear and comprehensive reports.
Ability to operate a non‑emergency law enforcement vehicle during both the day and night, in congested traffic, and in unsafe road conditions caused by factors such as fog, smoke, rain, ice, and snow.
Ability to obtain information through interviews, investigations, and observation.
Ability to react quickly and calmly under emergency conditions.
Ability to communicate clearly and effectively, orally and written.
Ability to establish and maintain effective working relationships with Town employees, Town officials, and the general public.
Ability to drive and operate the department’s assigned vehicles and equipment in a safe and efficient manner.
Ability to work routinely under highly stressful condition, including life‑threatening situations.
Ability to verbally de‑escalate tense situations involving irate citizens and guests.
Basic computer skills including Microsoft Office and the department records management system.
SUPERVISORY CONTROLS A Police Sergeant or Commander reviews assignments and gives specific instructions and assistance when guidance or patrol backup is needed.
This position has no supervisory or management responsibility.

Valid State Driver’s License (noncommercial Class C)
