Administrative Specialist II / Temporary Titling & Licensing Specialist - 182631 Join South Carolina Department of Motor Vehicles as a Temporary Titling & Licensing Specialist. This temporary position is located in the Low Country region and covers multiple office locations across South Carolina. The role focuses on customer service, documentation, and vehicle registration duties with a strong emphasis on accuracy and compliance with state policies.

Job Responsibilities

Examine, accept, prepare, enter and print documents for driver licenses, permits, ID cards, vehicle registrations, titles, and related supplemental services.

Edit customer name and address fields and manage business customer needs such as licensing, insurance verification, and customer number validation.

Process vehicle registration requests, research suspension inquiries, modify registration credentials and issue dealership licenses.

Assess service eligibility against state legislation and DMV policy guidelines.

Answer customer inquiries by telephone, email, or written correspondence; greet customers and direct them to appropriate office areas.

Operate equipment including camera system, fax machine, and SCDMV software.

Administer knowledge tests for multiple driver license classes and conduct visual eye screening reviews.

Handle motorvoter applications and related documentation.

Collect fees and donations for the Donate Life Fund, reconcile daily reports, and process refund requests.

Compute vehicle sales taxes, adjust vehicle record files, and manage surrendered license plate receipts.

Maintain equipment, keep the work area clean, and resolve customer issues through record research.

Handle transaction payments and maintain records of issued and destroyed items per SCDMV policy.

Perform related duties such as IRP/IFTA, LiveScan, and international customer transactions as requested by management.

Minimum and Additional Requirements

A high school diploma or equivalent with clerical experience.

Completion of a nationwide criminal background check and fingerprinting prior to certification to administer CDL knowledge tests.

Completion of a formal CDL test examiner trainer course covering system overview and knowledge tests.

Knowledge of DMV policies and procedures and ability to explain them to customers.

Completion of New Employee Training and proficiency with the Phoenix System and related hardware.

Ability to work under pressure during peak workload periods.

Direct reporting to Branch Supervisor or Assistant Branch Supervisor; work under regular supervision.

Work in a climate‑controlled office setting; ability to sit, stand, walk, and speak for extended periods.

Occasional overtime may be required; attendance at required training mandatory.
