Responsibilities In this position, you will develop bid proposals that comply with the Department’s standards and specifications for construction projects. Responsibilities include reviewing project plans and data, preparing detailed cost estimates and special provisions, conducting meticulous plan checks, documenting submissions for the Central Office, engaging in discussions with Central Office representatives, and participating in pre‑bid conferences as required.
Schedule and Additional Information
Full‑time employment
Work hours: 7:30 AM – 3:30 PM, Monday – Friday, with a 30‑minute lunch break
Telework: Part‑time telework possible after probation, with a secure high‑speed internet connection and approved location in Pennsylvania. If telework is not feasible, you may report to the headquarters office in Montoursville.
Salary: Starting annual salary of $59,345.00 (before taxes) for new hires in Pennsylvania.

Minimum Experience and Training Requirements
One year as a Highway Draftsman‑Designer (Commonwealth or equivalent federal title)
OR one year of professional highway design experience, including six months of CADD operation, and a Bachelor’s degree in civil engineering or a closely related field
OR three years of professional highway design experience, including six months of CADD operation, and an Associate’s degree in civil engineering, drafting, or design technology
OR any equivalent combination of experience and/or training
Other Requirements
You must meet the Pennsylvania residency requirement.
You must be able to perform essential job functions.
