HIV/STD Surveillance Specialist
Galveston County Health District (GCHD)
is seeking a motivated, detail-oriented
HIV/AIDS Surveillance Specialist
to advance critical public health initiatives across
Galveston, Brazoria, and Chambers counties . This role is ideal for a public health professional who is mission-driven, analytically sharp, and energized by meaningful community impact.
In this position, you will be on the front lines of HIV and STD prevention, strengthening disease surveillance, supporting early intervention, and ensuring accurate, timely reporting that directly protects community health. What You Will Do Surveillance & Case Investigation
Conduct HIV and syphilis testing, prevention counseling, and condom distribution for at-risk populations
Maintain complete, accurate, and timely HIV/AIDS case reports in accordance with DSHS and CDC standards
Perform case investigations, medical chart abstractions, and partner/needle-sharing notifications
Ensure compliance with all state and federal reporting requirements
Coordinate case management activities and maintain DIS standards under DSHS guidelines
Outreach, Education & Collaboration
Serve as a key liaison between reporting facilities and the Texas Department of State Health Services (DSHS)
Build and maintain strong working relationships with healthcare providers, clinics, and public health partners
Educate providers on reporting requirements to improve data quality and consistency
Participate in and deliver trainings, in-services, and presentations as assigned
Data Management & Reporting
Enter, review, and manage case data in electronic medical records and state surveillance systems
Prepare and submit Case Report Forms (CRFs), including HIV/AIDS and pediatric exposure cases
Conduct record searches and resolve incomplete or inaccurate information
Compile and submit documentation to DSHS, regional offices, and other regulatory entities
Additional Responsibilities
Respond to new case assignments within one working day
Maintain detailed logs and documentation for internal and external reporting
Adhere to all GCHD, DSHS, and CDC protocols
Perform additional duties as assigned to support program operations
What We Are Looking For Required / Preferred Qualifications:
High school diploma or equivalent required; Associate degree or higher preferred
One (1) year or more of experience in public health, disease surveillance, or HIV/STD programs preferred
Knowledge of HIV/AIDS and sexually transmitted diseases
Strong organizational, documentation, and analytical skills
Ability to communicate clearly, professionally, and compassionately with diverse populations
Proficiency in Microsoft Office and electronic data systems
Bilingual in Spanish strongly preferred
Certifications & Training:
DSHS Foundations of Counseling and Testing certificate preferred
Must complete HIV Counseling/Testing and FSTDI training within six (6) months of hire
Phlebotomy experience preferred or willingness to complete venipuncture training within six (6) months
CPR certification required within six (6) months of employment
Additional Requirements:
Ability to work evenings and weekends as needed
Ability to travel independently for fieldwork and provider visits
Valid Texas Driver’s License and insurability required
Compliance with GCHD immunization and Incident Command System (ICS) training requirements
Successful completion of criminal background check and drug/alcohol screening
Equivalent combinations of education and experience will be considered.
