Our client, Hunter Strategy, is seeking a Mid‑Level Cyber Strategic Planner to support DISA's J‑5 Planning Directorate in developing and coordinating cyberspace operational plans in support of joint force requirements. Position is onsite at Fort Meade, MD. The role requires exceptional interpersonal skills, independent problem‑solving ability, and the capability to navigate complex stakeholder relationships across government and prime contractor environments. Key Responsibilities Execute Joint Planning Process (JPP) methodology including mission analysis, COA development, wargaming, and order development. Produce planning reports, information papers, and COA documents in government‑approved formats meeting quality and timeline standards. Support crisis action planning using modified JPP for rapid response and assist contingency planning for DISA, Combatant Commands, USCYBERCOM, or JFHQ‑DODIN. Develop and coordinate operational orders (OPORD, FRAGORD, TASKORD, DEPORD) for cyberspace operations. Support cyberspace operations planning including development of plans, orders, and COAs to deter DODIN attacks. Analyze national and DoD‑level directives (National Military Strategy, National Defense Strategy, DISA Charter, DoD CIO guidance) to extract planning requirements. Research operational environments, threats, and requirements to inform planning efforts. Ensure synchronization of tactical activities with DISA strategic goals and agency objectives. Support deliberate and contingency planning using Adaptive Planning and Execution Enterprise (APEX) process. Participate in Joint Planning Groups (JPGs), Operational Planning Teams (OPTs), and Battle Rhythm Command and Control Working Groups. Coordinate with cross‑functional teams and stakeholders including USCYBERCOM, JFHQ‑DODIN, and Combatant Commands. Build and maintain effective working relationships with government clients, prime contractor personnel, and mission partners. Brief planning products and recommendations to government leadership and stakeholders. Navigate complex organizational structures and adapt to changing stakeholder requirements. Independently integrate into new organizational environments and proactively identify gaps, inefficiencies, or areas for process improvement. Operate effectively in ambiguous environments where requirements are evolving or undefined. Build trust and credibility with government clients through consistent professional engagement. Manage competing priorities and adapt to organizational flux (reorganizations, leadership changes, policy shifts). Experience & Education 5+ years of experience in DoD operational planning environments including direct experience executing JPP or JELC, participation in JPGs or OPTs, production of operational plans, orders, or planning documents in government‑approved formats, experience working in complex, matrixed environments, and producing written analytical products. Preferred experience: cyberspace operations planning (USCYBERCOM, JFHQ‑DODIN), experience developing operational orders, crisis action planning, contractor support to DoD planning organizations, experience navigating prime/subcontractor relationships, formal training in Joint Planning Process. Bachelor's degree in a related field (Computer Science, Information Systems, Engineering, Political Science, International Relations, Strategic Studies). Master's degree preferred but not required. Required Technical Skills Deep understanding of DoD planning processes and JPP fundamentals. Proficiency with military planning doctrine including Joint Publication 5‑0. Knowledge of national security strategy frameworks and DoD organizational structure. Experience with classified networks (JWICS, SIPRNet) and secure collaboration platforms. Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Visio). Experience with collaboration tools (SharePoint, Teams, Confluence). Desired Technical Skills Understanding of cyberspace operations concepts (DODIN, cyber defense, DCO/OCO operations). Familiarity with DISA organizational structure and mission. Knowledge of Adaptive Planning and Execution Enterprise (APEX) process. Experience with military exercise planning systems (JEMIS). Proficiency with Microsoft Project or similar project management tools. Experience with JIRA or similar ticketing/task management systems. Security Requirements Active TS security clearance required. Must be eligible for Special Compartmented Information (SCI) access. Must complete required security training and briefings within specified timelines. Work Environment & Location Primary Location: DISA Headquarters, Fort Meade, MD. Security Environment: Work performed in secure government facilities (SCIF environments); must comply with all facility security requirements.
