Brief Job Description We are looking for a Lead HVAC Mechanic III to perform advanced work in heating, ventilation, and air conditioning for our State Supported Living Centers and State Hospitals. The successful candidate will maintain safe, uninterrupted HVAC services, collaborate on long‑term maintenance and renovation projects, oversee installations and repairs, and lead a team of technicians in an environment that requires adherence to Texas Administrative Code (T.A.C.) and life safety standards.

Responsibilities • Performs, schedules, or oversees the installation, adjustments, alterations, inspections, maintenance, repairs, and restorations of chilled water systems, direct exchange systems, refrigerated systems, heating systems (including boilers/steam), and automated controls. • Works on refrigeration units such as ice machines, walk‑in freezer vaults, and residential refrigerators, as well as water‑based heating and cooling systems such as chillers and boilers. • Assigns, schedules, and prioritizes HVAC work for other staff, ensuring tasks are completed efficiently. • Maintains accurate records of equipment performance and completed work. • Serves as a team lead on HVAC projects, developing schedules for routine work and training others. • Performs inspections, assists with air quality sampling, monitors controls, temperature, humidity, and energy consumption. • Changes filters, belts, and parts as necessary, coordinates parts and material acquisition, and ensures tools are cleaned, stored, and maintained. • Operates motorized vehicles, makes deliveries, and picks up supplies as needed. • Works some weekends and/or after‑hours callouts as required. • Works under minimal supervision, using initiative and independent judgment.

Essential Job Functions (EJFs) • Attends work regularly, may work a specific shift, rotating shift, extended shift, and overtime as per agency policy. • Oversees or performs installation, maintenance, and repairs of HVAC systems, including refrigeration and heating components (coils, compressors, motors, thermostats, etc.). • Conducts preventative maintenance, ensuring life safety code standards are met. • Manages schedules and leads the work of others, ensuring quality and timely completion. • Develops long‑range HVAC maintenance and upgrade plans, makes energy efficiency recommendations, and presents plans to management. • Monitors environmental control systems, troubleshoots equipment, analyzes system history, and proposes solutions. • Uses hand and power tools safely, cleans and inventories tools, and trains staff. • Maintains accurate records of repairs, gauge readings, and work orders. • Coordinates parts and material requirements and communicates needs to supply personnel. • Participates in disaster response or COOP activation as needed.

Knowledge, Skills and Abilities (KSAs)

Knowledge of installing, repairing, and maintaining cooling, refrigeration, and heating equipment.

Understanding of pressure, vacuum, heat conduction, and safety regulations.

Knowledge of Life Safety Code standards.

Skill in diagnosing malfunctions and recommending solutions.

Proficiency in using tools and test equipment for HVAC maintenance.

Ability to maintain accurate records and apply instructions from guidelines, regulations, and policies.

Capability to interpret drawings, schematics, or sketches.

Strong teamwork and independent work skills.

Effective oral and written communication, including use of electronic equipment.

Physical ability to stand, bend, walk, lift 50–100 lb., reach overhead, and work in cramped spaces.

Capacity to work in hot or cold conditions.

Leadership ability to train and supervise others.

Registrations, Licensure Requirements or Certifications

Valid Texas driver’s license or obtain within 90 days.

EPA Section 608 Technician Certification (Universal) required; R410A preferred (within 6 months).

North American Technician Excellence (NATE) or HVAC Excellence certifications preferred.

Air Conditioning and Refrigeration Technician or Contractor license preferred.

HVAC Contractor License preferred.

Initial Screening Criteria

At least 2 years of HVAC mechanic or technician experience.

At least 2 years in commercial HVAC systems (diagnosis, installation, repair).

At least 2 years using HVAC tools and equipment.

At least 2 years working from blueprints or sketches.

At least 2 years maintaining proper ventilation and air conditioning levels.

One year of shift or team supervisory experience.

Associate degree in heating, ventilation, air conditioning, and refrigeration preferred.

Additional Information

Applicants must pass fingerprint criminal background check, pre‑employment drug screen, registry checks, and selective service registration for males 18‑25.

Minimum age 18; Waco Center for Youth applicants must be 21.

Flexible work hours, overtime, and extended hours may be required.
