Primary Function/Purpose The Housing Specialist is responsible for all facets of client case management related to securing permanent housing. The Specialist will use HPD incentives for finders’ fees to brokers and owners, develop contacts with both not-for-profit and for-profit housing developers, ensure clients understand NYCHA forms and procedures, and support relocation of families to permanent housing from the Bruckner House location in the Bronx.

Minimum Qualifications

Bachelor’s degree or Associate’s degree in Social Work, Sociology, Psychology, Counseling, Criminal Justice, or Human Services preferred; at least a High School Diploma/GED required.

At least one year of experience in social services, counseling, crisis intervention, family services, preventive services, or housing services.

Valid New York State driver’s license and an insurable driving record.

Excellent written and verbal communication skills.

Excellent interpersonal skills and computer literacy in Microsoft Office.

Essential Duties and Responsibilities

Understand and explain NYC Department of Homeless Services – Client Responsibility Procedures during Housing Intake.

Ensure clients sign the “Permanent Housing Agreement” within 10 days of arrival.

Maintain communication with the Director of Social Services and Case Managers to resolve issues preventing clients from securing permanent housing.

Ensure completion and return of the “Apartment Review” and/or “Client Apartment Rejection Form.”

Inform clients they must visit or view two apartments per week and provide documentation.

Ensure all relevant housing applications are fully completed within 90 days of a family becoming eligible for shelter services, forwarded on time, and a copy is maintained in the case record.

Use DHS – CARES to complete family intake assessments, service plans, housing, next step conferences, incident reports, and progress notes.

Use DHS – CARES to review information from HR Administration, Administration for Children Services, Department of Probation, Department of Homeless Services, etc.

Use DHS – CARES to update information timely, as required by DHS.

Document and follow up on all housing appointments and permanent housing applications.

Verify all housing rejections and their reasons.

Accompany families on housing searches when appropriate.

Provide ongoing housing education via workshops or individual counseling.

Provide a list of suitable apartments for clients in a domestic violence context and advise clients to seek additional apartments independently.

Meet or exceed Housing Placement Goals set by NYC Department of Homeless Services.

Review DSS/APD Housing placements and projected placements weekly.

Complete reports as required.

Other Requirements (including Physical Demands)

May be required to work long hours and a varied schedule.

Travel throughout various locations in the New York City area.

Lift and move objects weighing up to 30 pounds several times a week.
