Job Title

Research, recommend, apply and manage new transit grants for MCTS based upon agency priorities. Work collaboratively with various departments to gather narratives, ideas and necessary information for proper grant applications, reporting and management. Act as a liaison to Milwaukee County Department of Transportation (MCDOT) to gather information on existing State & Federal grants and available balances. Provide recommendations to Management on statuses and usage of grant funding. This position reports to the Chief Financial Officer (CFO).

Essential Functions

Grant Research & Identification:

  • Conduct internal and external research to identify funding opportunities with government agencies and other entities as available.
  • Research and recommend opportunities for joint applications which benefit the region through partnerships with other local agencies.
  • Attend conferences and community events to gather information on opportunities and establish strong relationships with area partners.
  • Meet with funders and staff to discuss funding opportunities
  • Coordinate with Executive and Strategic Planning groups on key focus areas, looking for funding opportunities which further the plan.
  • Prioritize key funding areas established by maintenance. Initial areas will include capital, safety, Transit Asset Management (TAM), Micro-transit and State of Good Repair.
  • Register with FTA and other appropriate services for grant notifications and monitor for new opportunities.
  • Research legal entity status of MCTS and Milwaukee County and make recommendations on appropriate pathways for application materials.

Proposal Development:

  • Coordinate with internal teams to gather necessary information and data and discuss program outcomes and budgets; develops and writes compelling grant proposals and submits applications.
  • Gather data on MCTS and region to develop strong grant applications including impacts on population, pollution, transit trends, and other statistical points as appropriate.
  • Leads grant proposal development and submission, preparing and organizing materials for proposals and submitting and monitoring grant applications.
  • Draft proposals, LOI's, grant application narratives, and budgets and collaborate to finalize with program staff, finance and Executive leadership.
  • Track and monitor revenue goals for grants and provide financial updates to CFO

Grant Administration & Reporting:

  • Oversees the administration of awarded grants, ensuring compliance with grant terms and conditions; tracks and monitor grant budgets, expenditures and reporting requirements with assistance of Accounting team.
  • Maintain central list of past, present, and prospective grants, including applicable dates, amount awarded/expended/remaining, and proposal focus.
  • Maintain grant compliance and reporting, including outcome measurement and grant budgets, taking responsibility for meeting high standards of effectiveness, timeliness and completeness.
  • Research and review grant guidelines including federal circulars to inform and update Finance and other departments on allowable costs and other pertinent grant rules.
  • Update Director of Procurement on new awards which impact upcoming procurement needs.
  • Coordinate with Finance department and Milwaukee County DOT on awarded grants, process for billings, drawdowns and close outs.
  • Manage pre- and post award processes for new grants, manage interim reporting process, and assist in grant closeouts, meeting all set deadlines.
  • Maintain library of grant support documents including resumes, bios, forms, lists, bylaws and other commonly requested documents.
  • Monitor and meet all funder deadlines.

Additional Responsibilities:

  • Assist in Request for Proposal (RFP) panels as needed.
  • Represents MCTS in a professional manner and promote MCTS within the community.
  • Perform other duties as required.

Other Experience and Qualifications

Three (3) years' experience in fundraising, grant writing or grants management. Bachelor's Degree in related field. Five (5) years' experience in fundraising, grant writing or grants management may be considered in lieu of degree requirement. Demonstrated interest in the mission, vision and values of MCTS
