Location: Seattle, WA. Duty station: Seattle, WA. Work schedule: a combination of teleworking and onsite work, with a minimum of one onsite day per week.

Role Description The Washington State Housing Finance Commission (WSHFC) is recruiting for a full‑time, permanent Senior Bond/Housing Tax Credit Analyst – Preservation Specialist in the Multifamily Housing & Community Facilities Division (MHCF). The position focuses on preserving and rehabilitating affordable housing and community facilities through federal bond and low‑income housing tax credit (LIHTC) programs. The Analyst will develop and implement policies that streamline preservation efforts and ensure the long‑term sustainability of Commission‑ funded assets.

Principal Responsibilities

Preserve and restructure existing projects in the state’s affordable housing portfolio, including acquisitions and rehabilitations of existing housing stock.

Assist in creating, refining, and maintaining the preservation policy and aligning it with regulatory requirements and affordability goals.

Collaborate with Data and Asset Management Analysts to develop and improve the Expiring Property Risk Grid.

Conduct reinvestment workouts with cross‑functional teams (Energy, Capital Needs Assessment, Underwriting).

Partner with Data and Analytics teams to improve data quality, automate risk tracking, and enhance analytical tools for preservation decision‑making.

Apply knowledge of IRS Code Sections 42, 142, and 145 to ensure compliance and successful program participation.

Review application thresholds, borrower development capacity, underwriting, and long‑term viability.

Manage project development processes and coordinate with legal and finance professionals to guide projects to successful financing.

Interpret and clarify guidance on Section 42, the Washington State Tax Credit Program, and the Qualified Allocation Plan.

Underwrite projects for program participation through analysis of viability, financial feasibility, and marketability.

Monitor workflow for approximately 25 projects across development stages.

Serve as primary communication channel with attorneys, financial advisors, developers, and lenders.

Assist division executive management in preparing documents for presentation to Commissioners and executives.

Work on special projects and perform other duties as assigned.

Qualifications

Proven ability to apply knowledge in urban planning, finance, real estate, public policy, building/construction programs, and procedures at federal, state, utility, and municipal levels.

Demonstrated knowledge of public policy, planning, or environmental studies focused on housing/facility development, public finance, and sustainable energy issues.

Ability to learn and grow, taking responsibility for increasing skills in new technologies and systems.

Ability to meet the needs of others by collaborating across diverse backgrounds to increase access and positive outcomes in housing and development.

Preferred / Desired

Advanced degree (Bachelor’s or Master’s) in a related field.

Experience assessing/analyzing capital needs, construction technologies, or building sciences.

Experience structuring workouts for troubled projects.

Knowledge of policies and procedures for LIHTC and tax‑exempt bond issuance.

Familiarity with real estate finance, development, federal, state, and local funding programs, housing and planning policy, and nonprofit organization structures.

Strong written and verbal communication, public speaking, and negotiation skills.

Ability to simplify complex law and policy for diverse audiences.

Experience managing diverse project types and priorities.

Effective marketing and negotiation abilities that align with Commission goals.

Diplomatic judgment, consensus building, and strategic thinking skills.
