Job Summary
The Human Resources Generalist Senior (Recruitment and Selection) serves as SMCC's subject-matter expert in full-cycle recruitment, selection, and hiring processes for all employee types, including full-time, temporary, and student positions. This position provides comprehensive recruitment coordination, ensures compliance with MCCCD and federal employment regulations, and develops and delivers training and workshops for hiring managers and selection committees to promote equitable, consistent, and policy-aligned hiring practices. The incumbent must demonstrate strong organizational, problem-solving, and strategic thinking skills, able to balance multiple recruitments, meet deadlines, and proactively communicate with hiring managers to anticipate needs and resolve challenges. In partnership with department leaders and the District Office, the HR Generalist Senior contributes to strategic workforce planning and supports SMCC\'s mission to build a diverse, inclusive, and talented workforce that reflects the college\'s values of Integrity, Collaboration, Community, Excellence, and Well-Being.
Essential Functions
Recruitment, Selection, and Hiring - 60%
Leads and manages end-to-end recruitment and selection processes for faculty, staff, temporary, and student positions in compliance with MCCCD policy and federal employment regulations.
Partners with hiring managers to develop recruitment strategies, assess departmental needs, and plan efficient and equitable selection processes.
Reviews job descriptions, postings, and screening tools for accuracy, consistency, and inclusiveness.
Coordinates applicant screening, interview logistics, reference checks, and job offers.
Ensures compliance with EEO, ADA, Title VII, FLSA, and related employment laws.
Monitors timelines and communicates frequently with hiring managers to provide updates, resolve obstacles, and maintain accountability to deadlines.
Uses strategic thinking to evaluate recruitment effectiveness and recommend process improvements to enhance hiring outcomes and diversity representation.
Training, Education, and Process Support - 25%
Designs and facilitates training workshops for hiring managers and selection committees on SMCC hiring processes, compliance requirements, and best practices.
Coaches hiring teams on equitable documentation, interview protocols, and behavior-based assessment techniques.
Develops and maintains guides, checklists, and toolkits to promote consistency and transparency across all hiring activities.
Acts as a problem-solver and strategic advisor to departments navigating complex or time-sensitive hiring needs.
Compliance and Process Improvement - 10%
Serves as the college resource for compliance-related questions on EEO, ADA, FLSA, I-9, background checks, and related hiring laws.
Reviews recruitment documentation for completeness and compliance defensibility.
Partners with District HR to refine and align hiring practices and ensure campus processes reflect current legal and policy standards.
Monitors external trends, legal updates, and emerging recruitment best practices to inform strategic process enhancements.
Other Duties - 5%
Participates in HR and campus-wide initiatives that support workforce planning and employee engagement.
Collects and reports on recruitment and hiring data to contribute to data-driven decision-making and supports the HR Supervisor and Director with special projects.

Minimum Qualifications Bachelor's degree from a regionally accredited institution in a related field and four (4) years of work experience in one or more areas of human resources, including talent acquisition/recruitment. OR Associate\'s degree from a regionally accredited institution in a related field and six (6) years of work experience in one or more areas of human resources, including talent acquisition/recruitment. OR High School diploma or G.E.D. and eight (8) years of work experience in one or more areas of human resources, including talent acquisition/recruitment.
Desired Qualifications
Five (5)+ years of experience performing full-cycle recruitment and selection such as job posting, applicant screening, selection and assessment, interview coordination, reference checks, and hiring actions, ensuring compliance with policies and employment regulations. Preferably in Higher Ed
Demonstrated experience developing and facilitating recruitment or compliance training for hiring managers or selection committees.
In-depth knowledge of employment laws and HR compliance related to recruitment, selection, and hiring (EEO, ADA, Title VII, FLSA).
Proven ability to organize, prioritize, and manage multiple recruitments while meeting deadlines and maintaining communication with hiring teams.
Strong problem-solving and strategic thinking skills with the ability to anticipate needs and recommend process improvements.
Professional working experience in partnering with Executive leadership and various levels of managers and supervisors on recruiting, selection, and hiring processes.
SHRM Certification (or HRCI, PSHRA or related)
