The City of Paso Robles operates under the Council-Manager form of government. As of 2025, the City has a population of approximately 31,061 and a total annual budget of $145.7 million. The City provides a full range of essential services and is governed by a five-member City Council plus a City Treasurer; the City Manager serves as the Chief Executive Officer and appoints non-elected staff, with certain exceptions. The City is a full-service municipality employing staff across Administrative Services, City Manager’s Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities. Responsibilities
Work with the City Manager, Assistant City Manager, and other staff to develop and execute strategies for public information, marketing, and communication of City projects, programs, and initiatives. Assist in the development and implementation of goals, objectives, policies, and procedures for internal and external strategic communications. Develop and disseminate communication materials (news releases, infographics, brochures, flyers, social media posts, newsletters, website content) to inform the community about City government news, policy issues, events, and services. Analyze public interest and understanding of City programs through focus groups, social media, surveys, and other methods; advise management on findings and strategies. Evaluate communications effectiveness and opportunities to improve relations with customers, residents, stakeholders, and employees. Assist in creating and disseminating messaging to City staff and engaging feedback from the workforce. Develop written communications to support proactive and reactive strategies, including media statements and spokesperson materials as needed. Analyze and interpret information on budgets, legislation, grants, programs, assets, contracts, and staffing; prepare periodic or special reports. Provide recommendations on policies, procedures, organization, methods, programs, and budget coordination. Participate in budget preparation and administration; monitor expenditures and conduct short and long-term departmental planning. Administer and oversee departmental and cross-departmental studies, projects, programs, and initiatives. Prepare and present reports with recommendations, data, impacts, options, and conclusions. Collaborate with managers and staff to obtain accurate information and support decision making. Prepare revenue estimates and forecasts; monitor operating and capital budgets, grants, and contracts; identify and adjust budgets as needed. Respond to questions from outside agencies, other City departments, and the public. Manage complex special projects, research studies, and other specialized functions. Coordinate with departments and outside agencies on funding, interdepartmental activities, and program information. Assist in revising and developing fees, contracts, and compliance with laws, regulations, and ordinances. Assist in researching legislation and regulations and assess impact on programs. Coordinate with staff to aid analysis, negotiation, and vendor selection; administer and monitor contracts. Participate in developing departmental strategic plans and the implementation of work plans to achieve goals. Attend functions such as committees, task forces, forums, commissions, and conferences as a liaison. Provide direction to staff, consultants, and vendors on projects and activities. Support public engagement, outreach, and communications by preparing public presentations, meetings, and materials. Knowledge of:
Municipal government functions and general public administration. Budget development, administration, and accountability for public agencies. Development, implementation, and evaluation of effective communication programs aligned with organizational goals. Research, analysis, technical report writing, and presentation using current technology. Database management, spreadsheets, presentations, word processing, and asset management software. Social media and marketing platforms; program initiative planning and execution. English language usage, grammar, spelling, and punctuation. Contract negotiation, administration, and financial management. Applicable federal, state, and local laws, codes, and regulations. Abilities
Analyze complex ideas and risks; identify issues, propose solutions, and implement recommendations. Create, track, and maintain records efficiently. Develop, implement, and manage programs and projects independently and collaboratively. Communicate complex information clearly through visuals, presentations, and written materials. Identify communications needs and develop engagement strategies and tools. Interpret and apply applicable policies, laws, regulations, codes, and ordinances. Build and maintain relationships with community leaders, public officials, City staff, and the public. Exercise independent judgment and initiative to address public, intergovernmental, and interdepartmental matters. Organize work, set priorities, and meet deadlines. Prepare and present technical and non-technical reports and notices. Research and summarize fiscal and program data; make sound recommendations. Collaborate with internal and external partners and contribute to positive public relations. Coordinate multiple projects with varying resources and timelines. Education and Experience
Graduation from a four-year college or university with major work in public administration, business administration, communications, or a related field such as Strategic Communications, Public Relations, or Marketing; and Three years of increasingly responsible administrative, analytical, and/or program management experience, preferably within a government agency. Licenses and Certifications
Requires possession and maintenance of a valid California Class C driver license and a satisfactory driving record. Other Requirements
