Job Summary / Essential Functions

Provide clean leadership, technical direction, and guidance to all lower-level acquisition personnel.

Collaborate with customers and stakeholders on performance requirements among multiple sites and service lines to obtain agreement, standardize enterprise equipment, supply and/or service requirements in support of strategic acquisition plans.

Refine and improve source selection evaluation criteria.

Make suggestions by analyzing difficult contracting issues and identifying alternative courses of action to satisfy specialized requirements and solve a variety of contracting problems.

Conduct gap analyses and understand cost elects which got into the production, management or delivery of a healthcare resource service product.

Provide advisory support and prepare procurement packages for review in accordance with customer requirements and in compliance with VA policy and procedures, to include federal and state laws and regulations.

Education and Experience

Education:

Bachelors in related field.

A Federal Acquisition Certification in Contracting (FAC-C Level I, II, or III) or DAWIA Level III Certification.

Experience:

Minimum of 5 years of experience conducting comprehensive and complex acquisition support services, within the last 7 years.

Experience supporting all aspects of acquisition with contracts greater than the Simplified Acquisition Threshold (SAT).

Construction/Architect-Engineering (AE):

3 years experienced developing Architect-Engineering (AE) solicitations and administrating AE contracts and modifications.

3 years experience developing construction solicitations and administering construction contracts and modifications.

Complex Service Contracts (such as Health Care Contracts):

5 years experience developing complex service solicitations and administering complex service contracts and modifications.

Leasing and Specialized Experience:

2 years experience developing real property/lease related solicitation, contracts and modifications.

Qualifications and Skills

Possess a working knowledge of the Federal acquisition life cycle including pre and post award acquisition processes and activities.

Ability to perform general office functions: phone management, scanning, faxing, filing, etc.

Extensive knowledge of Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), General Services Acquisition Manual (GSAM), and General Services Acquisition Regulation (GSAR).

Familiarity with Real Property Leasing, utilities contracts, sharing of space and non-medical agreements.

Familiarity with medical language.

Must be a United States citizen.

Competency with Microsoft 365 applications (Word, Excel, PowerPoint, Outlook, OneDrive, and Microsoft Teams) and creating, organizing, analyzing, and presenting data.

Working knowledge of SAM.gov, CPARS, FPDS‑NG, GSA eBuy/GSA Advantage, SBA.gov.

Ability to clear a local authority background investigation and fingerprinting.
