POSITION SUMMARY This position is responsible for performing organization-wide evaluations and analysis of County programs, services, and operations. It is part of a team of analysts that each work with departments to develop and track strategic business plans, develop and report on organizational and operational performance measures, and partner with stakeholders to plan, conduct, and report out on program evaluations. The position also participates in project teams responsible for projects such as the annual Employee Climate Survey, Community Survey, Community Pulse Report, and the Annual Corporate Performance Report.
Candidates for this position should be able to clearly demonstrate experience conducting program evaluations and/or measuring organizational performance.
ESSENTIAL FUNCTIONS
Lead efforts to manage the annual Employee Climate Survey and Community Survey, conduct analysis of the data, and develop reports for the County leaders and the public.
Assist departments with the development of strategic business plans, reviewing goals, objectives, strategies, actions, and measures. Partner with budget analysts and departmental fiscal staff to identify costs to achieve the goals and objectives.
Lead the annual performance review cycle, conducting analysis of data and contextual information to help County leaders understand performance throughout the County. Assist with developing dashboards and visualizing data from the County's Performance Management System.
Conduct evaluations of various programs and services (program evaluations).
Prepare and conduct presentations and reports for County leaders.
Assist County leaders and others on research and innovation projects to help the organization remain forward-thinking in practice and service delivery.
Work on special projects such as diversity management, community resource centers, health and human services integrated service delivery projects, etc.
Participate in research and analysis projects to develop sustainable, repeatable, and quantifiable business process improvements.
Research best practices to develop recommendations for processes that increase productivity and reduce overall cost.
Respond to requests from County or local municipal governments.
May manage projects aligned with Corporate Scorecard goals.
Gather and organize information about problems to be solved or procedures to be improved.
Interview personnel and conduct on-site observations to determine methods, equipment, and personnel needed.
MINIMUM QUALIFICATIONS Experience: Please see education.
Education: Master’s Degree in Business Administration, Public Administration, or a related field and two years of related professional experience; or Bachelor’s Degree in Business Administration, Public Administration, or a related field and four years of related experience.
Combination of relevant education and experience accepted: Yes.

LICENSES AND CERTIFICATIONS May require a valid North Carolina or South Carolina Driver’s License.
PREFERRED QUALIFICATIONS
Tableau or Power BI.
Ability to demonstrate experience conducting program evaluations and/or measuring organizational performance.
