Coalesce Management Consulting | Howard University Alum Position Overview The Site Construction Manager serves as the owner’s on-site representative for the construction of a simple-cycle combustion turbine project. This role provides independent oversight of all construction activities performed by an EPC contractor and other third-party contractors on a greenfield project site.
The owner will supply major equipment for the project, while the EPC contractor is responsible for engineering, procurement, and construction. The Site Construction Manager represents the owner’s interests on site, ensuring safe execution, quality compliance, schedule adherence, and effective coordination among all parties.
Primary Responsibilities
Act as the owner’s primary on-site representative throughout construction
Protect the owner’s interests by independently overseeing contractor performance
Ensure all site activities are conducted in compliance with safety standards and project requirements
Interface daily with the EPC contractor, subcontractors, OEM suppliers, and other third-party contractors
Monitor contractor compliance with approved plans related to schedule, safety, quality, security, logistics, material handling, and site coordination
Provide owner direction to on-site support personnel as needed
Maintain a detailed daily construction log documenting site activities and issues
Perform audits and surveillance activities to support quality assurance, quality control, and safety oversight
Lead owner project team meetings and provide regular construction status updates
Participate in EPC contractor coordination meetings as the owner’s representative
Conduct routine site safety and construction walkdowns
Review contractor-generated markups for development of record drawings
Prepare and submit monthly owner construction reports
Review RFIs, evaluate potential scope changes, and support change management decisions
Review contractor invoices and provide recommendations for owner approval
Review EPC contractor schedules, progress updates, schedules of values, and change order requests
Perform construction observation walkdowns to verify work aligns with contract requirements
Oversee coordination between construction completion, turnover, and startup activities
Review startup and commissioning plans and schedules from an owner’s perspective
Coordinate with OEM suppliers and the EPC contractor’s startup management team
Ensure proper integration of OEM technical field support during installation and startup
Participate in development, review, and acceptance of startup and turnover documentation
Review and validate contractor turnover packages prior to handoff to operations
Verify completion of functional and performance testing before turnover to plant operations
Attend startup, commissioning, and turnover meetings on behalf of the owner
Track and report construction schedule progress and key milestones
Facilitate coordination between multiple contractors working on or near the project site
Perform additional duties as required to support successful owner project delivery
Preferred Qualifications
Bachelor’s degree in Engineering, Construction Management, or a closely related field
Experience using construction estimating, scheduling, project management, and document management systems
Required Qualifications Strong leadership, communication, and decision‑making skills
Demonstrated ability to represent owner interests in complex construction environments
Proven capability to work collaboratively with engineers, contractors, OEMs, and internal stakeholders
Minimum of 10 years of experience in construction management, owner’s representation, or project oversight roles
Comprehensive knowledge of construction contracts, scheduling, cost control, quality management, change management, and site safety
Proficiency with Microsoft Office and construction management tools such as Procore, Prolog, Primavera, and Bluebeam
