Resolve the preparation, negotiation, and administration of contracts, support the Generation, Transmission, and other administrative areas for the acquisition of routine and non‑routine goods and services, and manage the entire contract bidding process through final contract completion and document closeout. Provide guidance, advice, and assistance to contract and company personnel within the Supply Chain Services Functional Area.

There is one position available; selection will be at one of four job grade levels: Contract Administrator I (grade 6), II (grade 7), III (grade 8), or Senior (grade 9). The chosen grade will reflect the candidate’s qualifications, experience, and Tri‑State’s hiring needs.

Salary Range :

Senior Contract Administrator: $96,000–$121,000

Contract Administrator III: $86,000–$108,000

Contract Administrator II: $77,000–$96,000

Contract Administrator I: $70,000–$86,000

Actual compensation offer may vary outside of the posted range based on experience, education, and skill level.

Responsibilities

Provide guidance to contract personnel in the Supply Chain Services Functional Area.

Manage procurement of materials, equipment, and construction; oversee project phases across Generation, Transmission, and other administrative areas.

Offer contractual advice and assistance in developing specifications.

Prepare contract documents for high and low risk acquisition of goods and services across various categories including construction, repair, leases, consulting, and software (SaaS or other license agreements).

Draft proposed contract terms and conditions, incorporate technical specifications, and produce final bid documents for timely award and execution.

Administer bidder qualification processes and maintain a list of pre‑qualified bidders.

Conduct end‑to‑end oversight of sourcing processes, including establishing bid schedules, evaluation methodology, issuing RFPs or RFI, answering bidder questions, conducting pre‑bid conferences, and negotiating contracts.

Issue addenda to bid documents and possibly add new proposals.

Document proposal receipt dates and times, conduct bid openings, review for compliance, lead negotiations on contract changes, prepare bid tabulation and analysis for final review and execution.

Ensure contract documents are finalized for Tri‑State execution and secure required bonds and insurance certificates.

Store contract proposals and related files.

Assist personnel in administering contracts, reviewing invoices for compliance, explaining commercial requirements, and participating in negotiating changes.

Coordinate preparation and processing of contract change orders and amendments, reviewing impact, drafting/ reviewing documents, obtaining approvals, notifying personnel, and monitoring approvals.

Prepare and process contract closeout documents, coordinate approvals, execute documents, and finalize payments to contractors.

Develop and implement contracting procedures that comply with company requirements and accepted procurement policies.

Exercise sound business judgment applying relevant policies, rules, and regulations to specific transactions.

Maintain compliance with all company policies and stay knowledgeable on applicable regulations, laws, standards, and best practices.

Work overtime as needed; overtime is an essential function.

Qualifications Education and Training

Bachelor’s degree in Business Administration, Construction Management, Engineering, or related area, or an equivalent combination of experience and education.

Knowledge, Skills, and Ability

Working knowledge of contract law and administration.

Extensive knowledge of contracting techniques and methods.

Attention to detail and high accuracy.

General knowledge of government regulations affecting electric utilities.

Excellent verbal and written communication skills.

Ability to direct and monitor the work of contract department personnel.

Ability to maintain effective relationships internally and externally.

Working knowledge of procurement and corporate software.

Other

Willingness to travel as required; must possess a valid driver’s license.

Must demonstrate the ability to perform all essential functions of the position.
