Base pay range:
$53,764.00 / yr - $85,138.00 / yr.
Duties Description:
Provide financial administration of commercial lease portfolio and programs for Food Service and Retail leases.
Manage accounts receivable for food service and retail leases and ensure all invoices are processed in a timely manner and in accordance with the contract.
Maintain vendor sales reports and calculate percentage rent in accordance with the contract.
Manage vendor Security ID and Parking Permit requests.
Maintain fixed asset inventory records relating to State-owned food service and retail equipment within OGS facilities statewide in the SFS inventory system.
Assign and tag all inventory with an identification number.
Manage log of custodial inspections, fire detection and suppression system inspections, kitchen exhaust system and grease trap cleanings, ensuring they are in adherence to lease terms.
Create work orders and extract invoices for services to be reimbursed by vendors.
Prepare vendor invoices based on services performed, ensuring they are generated in a timely manner and vendor payments are applied to the appropriate accounts.
Prepare monthly reports related to rent revenue, invoice payments, unit expenses, reimbursement amounts to be reimbursed by vendor.
Perform audits of vendor accounts.
Other duties as assigned.
Minimum Qualifications:
Professional experience managing contracts and related budgets, including negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, and fiscal reporting); contract development (requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and reviewing contract terms.
Master’s and higher-level degrees will substitute for one year of required experience.
Contract Management Specialist level requirements:
Contract Management Specialist Trainee 1 (equated to SG-14): bachelor or higher degree.
Contract Management Specialist Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.
Contract Management Specialist 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title or are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
Successful completion of a two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.
