Job Summary The Instructional Designer Specialist is responsible for designing and developing engaging training content that supports TriWest employees and external stakeholders, including beneficiaries, Providers, and DHA employees. This role focuses on creating e-learning modules, instructor-led training materials, and blended learning solutions using established instructional design methodologies. The Instructional Designer Specialist collaborates with subject matter experts and training staff to ensure content accuracy and alignment with organizational goals.

Education & Experience Required:

Bachelor’s degree in instructional design, education, instructional technology, or related field or equivalent experience

U.S. Citizen

Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation

3 years of experience in designing self-paced, instructor-led, blended learning, video, and e-Learning training programs

Experience with learning management systems (LMS) and authoring tools such as Articulate Storyline, Captivate, Rise, or Camtasia

Familiarity with adult learning theories and instructional design models (e.g., ADDIE, Kirkpatrick)

Preferred:

Experience in a healthcare or customer service environment

Knowledge of or experience with military culture is strongly preferred

Key Responsibilities

Partners with training leadership to identify learning gaps and propose strategic solutions.

Designs and develops instructional materials for e-learning, instructor-led, and blended learning formats.

Applies adult learning principles and instructional design models (e.g., ADDIE) to create effective training solutions.

Collaborates with subject matter experts to translate technical or complex information into clear, learner-friendly content.

Utilizes authoring tools (Articulate Storyline, Captivate, Rise) and LMS platforms to build and deploy training content.

Supports evaluation of training effectiveness through learner feedback and assessments.

Ensures compliance with organizational standards and industry best practices evolve.

Performs other duties as assigned.

Effectively partners with HR, IT, Legal, Compliance, and business unit leaders to ensure alignment and accountability across the employee access lifecycle. Builds relationships to resolve bottlenecks and streamline communication.

Problem Solving / Analysis:

Identifies issues and delays in onboarding processes through data analysis and stakeholder feedback. Proposes practical solutions to improve cycle time, reduce errors, and enhance the employee experience.

Technical Skills:

Understands enterprise systems architecture and the requirements for provisioning user access to applications and platforms across departments. Able to work with IT, security, and system owners to navigate access protocols and ensure timely system availability.
