We also offer generous benefit package for full-time employees which include but are not limited to:* A guaranteed life-long monthly pension, once vested after 5 years of service* 401K and 457B Retirement Plans* PTO earned within first year* 12 Paid Holidays per year* Tuition Reimbursement Plan* Competitive medical, dental, and vision plans effective day one**What You'll Do:**The Local Codes Lead Enforcement Officer provides guidance in the field over a team of 5 local codes inspectors who are responsible for enforcing the City’s minimum housing code, Development Ordinance, public nuisance ordinance and junked and abandoned vehicle ordinance. Primary responsibility will be assisting inspectors in the field that enforces the ordinances named above.
Work is performed under the general supervision of the Code Enforcement Manager. Performs responsible technical work in interpreting and enforcing the City’s local codes**Essential Tasks & Responsibilities:*** Assists Code Enforcement Manager in their duties as needed* Train inspectors in the various enforcement processes and procedures (this includes the software used on a laptop and on a city issued iPhone or iPad)* Assists inspectors in the field with various tasks as needed (administrative warrants, pricing of lots to clean, etc.)* Conducts or participates in Hearings regarding the condition of residential dwellings with inspectors to ensure legal process is followed* Operates a city issued vehicle to reach inspection locations; operates computer (or other city issued electronic equipment) to enter and retrieve information; operates copy machine, printer and telephone* Uses hand tools (tape measure, flashlight, testing instruments, crowbar, snippers, etc.) to perform inspections* Maintains assigned equipment in a clean and operable condition* Interprets,enforcesandeducatesthepublicontheCity’sLocalCodesOrdinances Dealswiththepublicbyreceivingcomplaintsandfurnishinginformationpertaining to local codes – minimum housing, public nuisance, junked vehicles and zoning ordinances* Investigates citizen complaints regarding possible minimum housing ,public nuisance, junked vehicle and zoning violations by performing field inspections Inspects development for compliance with any zoning and/or conditional use permit regulations prior to issuance of Certificates of Occupancy* Conducts systematic inspections of minimum housing, public nuisance, junked vehicles and zoning violations* Issues required notices of violations in accordance with North Carolina General Statutes, High Point’s Code of Ordinances and Development Ordinance for minimum housing, public nuisance, junked vehicles and zoning ordinance Takes necessary corrective action for securing voluntary compliance for local codes that are enforced by this division* Issues civil penalties for violations not corrected* Maintain daily records of all activities performed in Accela database* Ensures that all work performed is in accordance with OSHA and City Safety Standards and Policies**Qualifications:****Required Qualifications*** High School Diploma or GED equivalent required* Training and experience in code enforcement in the areas of construction, plumbing, electrical, mechanical or zoning is desirable.* Thorough understanding of local, state and federal safety regulations and OSHA* Valid North Carolina Driver’s License* Minimum of 3 years’ experience in code enforcement, specifically minimum housing and including public nuisance abatement and zoning enforcement.**Preferred Qualifications*** Level I Certification or higher in building, plumbing, mechanical or electrical issued by NC State Code Qualifications Board OR* Housing Code Certification issued by North Carolina Association of Housing Code Officials OR* Certified Zoning Official Certification issued by North Carolina Association of Zoning OfficialsMental Activity/RequirementsReasoning* Ability to apply principles of logical thinking to work tasks and practical situations and requests made by supervisor or members of the general public; comprehend and respond to a variety of situations in an expedient manner.* Must be able to make reasonable interpretation decisions* Good judgement is essentialMathematics Ability* Using arithmetic and/or Statistics: Ability to use arithmetic to calculate measurementsLanguage Ability* The ability to speak, read and write the English Language are required for this position.* Ability to read and understand local codes, manuals, instructions, directions,report information, site plans, use the internet and other documents relating to thejobEnvironmental ConditionsPhysical Surroundings* Subject to inside and outside environmental conditions* Exposed to various weather conditions and temperatures, and various terrains.* Employee will regularly be inspecting the interior of occupied and unoccupied houses* Combining the type of work performed with the weather conditions, the worker should be one who can work outside in hot or cold environments* This position is best suited for someone who does not mind getting wet or dirty Hazards* Employee will be exposed to trash, garbage, weeds, brush and unlevel terrain.* At times inspector is subjected to inferior housing conditions* Work is subject to final standards of OSHA bloodborne pathogens Machinery/Tools/Work Aids/Other equipment* Smart phones, tablets, computer, calculator, printer/fax/copy machine, measuring devices, manuals, City’s Code of Ordinances, Personnel Resolution, regulations, records, correspondence, reference materials, statutes, building, plumbing, mechanical and electrical code books, City’s Development Ordinance and telephone, regular office supplies.The work location of this job will be 211 S Hamilton St High Point, North Carolina.**Our Commitments**
