Base pay range $225,000.00/yr - $246,000.00/yr

The New York State Insurance Fund (NYSIF), with over $20 billion in assets under management, is seeking a Specialist to play a central role in overseeing and refining business functions within the Investments Department. This role requires strong knowledge of the investment life cycle—including onboarding, cash flow management, trading, and system integration as well as the ability to track industry best practices and regulatory changes impacting portfolio management. Compensation will be commensurate with experience.

Responsibilities Include, But Are Not Limited To:

Deliver streamlined and consistent processes to optimize operations across multiple investment strategies, including public markets and alternative investments.

Collaborate with internal teams (administration, technology, finance, compliance, cash management) and external partners (consultants, custodian, vendors) to support portfolio activities.

Monitor and resolve cash breaks between the custodian, portfolio management systems, external managers, and other relevant parties.

Coordinate with internal and external managers, as well as key stakeholders, to enhance portfolio management processes.

Assist the portfolio management team with implementation of new investment strategies.

Assist with onboarding new managers and setting up their accounts in custodian and portfolio management systems.

Support strategic planning, operations, and maintenance of the department’s IT infrastructure, ensuring regulatory compliance and efficient alignment with business goals.

Process capital calls, account funding, and security and cash transfers within custodian and portfolio management systems.

Create and maintain clear documentation to ensure accurate records of all business functions within this role.

Perform additional responsibilities as assigned by management.

Minimum Qualifications

Bachelor’s degree and at least seven years of investment experience.

Strong programming skills, including experience with data mining and analytical programming.

Proficiency with portfolio management systems (Aladdin preferred) and process development.

Preferred Qualifications

MBA or Chartered Financial Analyst (CFA) designation are preferred.

Proficiency with portfolio management tools such as BlackRock Aladdin, eVestment, eFront, and custodian reporting systems.

Strong written and verbal communication skills, with exceptional attention to detail.

Strong technical skills and intellectual curiosity.

Ability to carry out activities that are large in scope and technically difficult.

Strong consultative skills with the ability to collaborate effectively with teams and build consensus.

Telecommuting: Subject to NYSIF’s telecommuting program approval process, this position may offer up to 50% telecommuting.

Bargaining unit: Management Confidential (M/C)

All exempt appointments require completion of a background check by the NYS Governor’s Office of Appointments prior to appointment and completion of an annual Financial Disclosure Statement upon appointment offer.

As this position is not tenure-bearing, except under specific circumstances, the employment relationship can be altered at any time by either the incumbent or the appointing authority.
