Summary Utility Foreman, under the general supervision of the Utility Services Manager, manages and supervises daily utility operations, including crew supervision, emergency response, fleet management, and infrastructure maintenance. This role also involves planning, public interaction, compliance, and administrative support.
Essential Duties and Responsibilities
Provides daily supervision, delegates emergency work assignments, schedules and oversees maintenance crews and projects, including in-house construction
Manages emergency situations affecting city distribution and collection system
Manages operations and maintenance of a fleet of vehicles and heavy equipment
Assists other utility foreman as needed and manages distribution and collection sections in absence of the Utility Services Manager
Assists with planning, coordination, and inspection of expansion and replacement projects
Maintains work order data base and identifies infrastructure needing replacement
Consults with Utility Services Manager on infrastructure needs
Assists engineers on job sites, potholing lines and exploratory excavation, as directed by utility management
Assists in reviewing water and wastewater plans
Assists the public by locating lines, investigating complaints, and following through with service requests
Ensures employee compliance with City, State, and Federal requirements
Ensures employee adherence to safety policy and proper usage of safety equipment
Assists employees in problem solving
Assists in preparing and monitoring budget for assigned areas and prepares various reports
Interviews and selects applicants for employment
Writes reports, memos, policies, job descriptions, work plans, etc.
Follows City policies, procedures, and safety guidelines
Performs other duties as assigned
Minimum Qualifications
High school diploma or equivalent
Three (3) years of experience in water utilities or related field
Supervisory Experience
Foreman I – One (1) year of lead or supervisory experience
Foreman II – Two (2) years of lead or supervisory experience
Foreman III – Three (3) years of lead or supervisory experience
Certifications and Licenses
Valid Class A CDL with Tanker Endorsement upon hire or advancement
TCEQ Licenses
Foreman I – C Water and Collection II upon hire. B Water or Collection III within six (6) months of hire / advancement
Foreman II - B Water and Collection III upon hire / advancement
Foreman III – B Water and Collection III upon hire / advancement
Excavator (32 hours) within one (1) year of hire / advancement
Traffic Control Supervisor (16 hours) within one (1) year of hire / advancement
