The Foreign Trade Zone (FTZ) Administrator plays a key role in ensuring compliance with U.S. Customs and Border Protection (CBP) regulations and supporting efficient zone operations. This role oversees FTZ compliance, documentation, audits, and inventory control while working closely with senior management, CBP officials, and internal teams.

ESSENTIAL DUTIES and RESPONSIBILITIES:

Ensure compliance with all CBP/FTZ regulations and U.S. trade laws.

Maintain and update FTZ procedures, SOPs, manuals, and training programs.

Prepare and manage CBP filings (e.g., e214, CF 216, CF 7512).

Conduct regular FTZ audits, reviews, and corrective action plans.

Assist with the preparation and submission of FTZ reports, including annual reports to the FTZ Board and CBP.

Monitor and reconcile FTZ inventory and transactions.

Collaborate with internal teams, brokers, and regulatory bodies.

Support system management, ERP/WMS integration, CBP Systems (e.g., ACE), and FTZ software tools.

Train and support internal teams on FTZ processes and compliance standards.

Identify opportunities for process improvement, cost savings, and efficiency gains.

Maintain a safe, compliant workplace in line with OSHA and company safety standards.

EDUCATION:

Bachelor’s degree in supply chain, International Business, or related field strongly preferred. Certified Customs Specialist (CCS), Customs Zone Specialist (CZS), or U.S. Customs Broker License is a plus.

EXPERIENCE:

1+ years of experience in FTZ operations, customs compliance, or international logistics.

Strong knowledge of CBP regulations and FTZ procedures.

Experience with FTZ systems, CBP Systems (e.g., ACE), and ERP/WMS platforms.

Excellent organizational, analytical, and communication skills.

Experience with ACE Portal and CBP electronic filing systems.

Experience with FTZ compliance audits, CBP regulations, and preferred trade systems preferred.

Knowledge of bonded warehouse operations and import/export regulations.

SUPERVISORY RESPONSIBILITIES:

Responsible for directing daily work activities and supervising the team to ensure all customer requirements and Carter Express safety standards, processes, and schedules are followed.

COMPUTER SKILLS :

Must have working knowledge of PC applications and cognitive ability to learn customer software application(s). Proficient skills in Excel are required. Will be required to attend training and conduct training, as necessary.

OTHER REQUIREMENTS:

The ideal candidate will have a solid work history and the ability to thrive in a team-oriented environment. Bilingual proficiency in English and Spanish is required. Candidates must also be able to lift up to 35 pounds on an occasional basis.

WORK ENVIRONMENT:

This is an office position within our crossdock facility. You will need to follow all correct and proper PPE requirements set when/if entering the dock area. Such as but not limited to, wearing a reflective vest, shirt, or jacket, and steel toe shoes or shoe coverings. Work may be performed in a non-climate-controlled warehouse environment.
