REAL ESTATE MANAGER - PLANNING AND LAND PRESERVATION DEPARTMENT The Forest Preserve District of Will County is accepting resumes for a Real Estate Manager in the Planning and Land Preservation Department at the Sugar Creek Administration Center in Joliet, IL. This full-time position provides an opportunity to contribute to the management, protection, and preservation of District real estate properties while expanding your knowledge and expertise in real estate and land management for conservation. The Real Estate Manager is a full‑time, Grade 10 position with a salary range of $54,473.00 to $75,207.00, with an anticipated salary of $54,473.00 to $64,006.00 depending on qualifications.

BASIC FUNCTION Under minimal supervision, this position performs a wide variety of duties, including permitting and licensing, project coordination, administrative tasks, fieldwork, and office responsibilities, to support the management, protection, and preservation of District properties. The role facilitates group reviews of real estate‑related projects; oversees land use permits and licenses; addresses encroachments and other misuse of District property; and provides boundary information and real estate expertise.

ORGANIZATIONAL RELATIONSHIPS Reports to: Real Estate and Data Supervisor

Supervises: None

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages land use permitting and licensing for District real estate properties.

Identifies, documents, and resolves encroachments and other misuse of District property.

Interprets and analyzes legal property descriptions, plats, and field surveys to accurately identify boundaries, easements, and other features.

Coordinates complex licensing and permitting processes, often involving utility companies, construction firms, municipalities, and other external proponents.

Manages, inspects, and oversees intergovernmental agreements, licenses, annexation requests, and easements on District property or under District management.

Participates on various teams and workgroups as needed, including the Land Preservation and Preserve Improvement and Management teams, ensuring compliance with all property land‑rights requirements.

Conducts site visits to verify property boundaries and assess conditions to assist District staff.

Performs annual inspections of all conservation easements to ensure compliance.

Facilitates reviews of real estate‑related projects and proposed adjacent land use projects.

Maintains accurate records of legal documents and financial transactions related to real estate matters.

Assists in preparing reports, mapping, and presentation materials for internal leadership, the Board of Commissioners, and other committees.

Perform other duties as assigned by the supervisor or director.

KNOWLEDGE, SKILLS, AND ABILITIES

Familiarity with Microsoft Office and Adobe Professional, specifically Microsoft Word, Microsoft Access, and Microsoft Excel.

Knowledge in database reporting and entry is preferred.

The individual must be very detail‑oriented and demonstrate strong problem‑solving skills.

Experience in one or more of the following areas: property rights, real estate documents, real estate discovery work, interpretation of land surveys, right‑of‑ways, planning and zoning, permitting, legal descriptions, or conservation easements.

Ability to communicate clearly and work collaboratively with internal teams across multiple departments to coordinate projects and resolve issues, including urgent or time‑sensitive challenges.

Demonstrates the ability to work effectively with professionals, landowners, staff, and other external stakeholders.

Displays initiative and strong project‑coordination skills, including the ability to manage multiple project types simultaneously.

Shows the ability to learn quickly on the job, adapt to new processes or technologies, and apply new knowledge effectively.

Must possess and maintain a current and valid Motor Vehicle Operator's license.

TRAINING AND EXPERIENCE Minimum requirements include:

Education: Bachelor’s degree (or comparable experience) in real estate, paralegal studies, planning, environmental science, public administration, geography, or comparable field.

Five years of experience in real estate, land management, permitting, property rights, surveying, planning, or a related field (or eight years without a degree).

Moderately loud work environment and occasionally hectic work schedule with deadline pressures and multiple concurrent projects.

Working conditions are typical for combined field/office staff.

Work requires moderate to strenuous physical exertion including the ability to talk, hear, reach with hands and arms, climb stairs, hike on difficult terrain, and lift and/or carry necessary field equipment such as but not limited to, a camera, GPS unit, and other survey‑related equipment (up to 25 pounds).

While performing the duties of this job, the employee occasionally works outside in extreme hot or cold weather conditions, performing site inspections, and may have interactions with irate or difficult individuals.

OTHER INFORMATION This 40‑hour/week position entails working Monday - Friday with the possibility/option to work flexible weekday, evening, and weekend shifts. Occasional extended hours and weekend workdays will be required. This position includes the option of a maximum of 16 hours of remote work per week, after 6 months per the District’s remote work policy, subject to the supervisor’s approval.

PAY RANGE, ANNUAL SALARY, AND BENEFITS Pay Range: Grade 10

Minimum: $54,473

Maximum: $75,207
