Foster Care Licensing Specialist

StepStone Family & Youth Services offers a dual role (Case Manager/Licensing Specialist) covering both Christiansburg and Roanoke, VA areas.
Responsibilities As Foster Care Case Manager, you will provide case management services, counseling and training to foster families, and supervise placement of children. Your duties include:
Review referrals and match children with appropriate foster families.
Place children in state licensed or certified foster homes.
Obtain all required documentation for children in care.
Maintain weekly documented contact and bi‑weekly visits to child and foster home.
Visit each assigned child at least once per month away from the foster home.
Prepare treatment plan within 21 days of placement and quarterly thereafter.
Prepare monthly progress reports for assigned children.
Provide independent living training and monthly ILP progress reports for assigned clients.
Offer reunification services to biological families as required.
Coordinate visitation with biological parents, siblings, and relatives.
Conduct supervised visits with parents, siblings, or relatives as required by court.
Act as liaison with placing agencies, schools, and community agencies.
Attend court and review hearings.
Participate in staff and treatment planning meetings.
Complete interviews, training, and home studies on prospective foster parents.
Attend conferences and seminars for annual training requirements.
Conduct or participate in at least two foster parent support group meetings each year.
Maintain flexible working hours, including weekends or holidays as needed.
Essential Job Responsibilities (Licensing) In addition to case management, you will manage foster parent recruitment and licensing:
Coordinate and participate in recruitment and community awareness activities.
Develop and implement strategic recruitment plans.
Respond to foster parent inquiries within required timeframes.
Conduct interviews, home inspections, and background clearances.
Guide families through SAFE and state licensing processes.
Maintain foster parent files in compliance with regulations.
Conduct monthly foster parent record reviews.
Support foster parent meetings and trainings.
Serve as a primary support contact for foster parents.
Provide trauma‑informed coaching and guidance.
Monitor foster homes for safety and compliance.
Support matching and placement decisions.
Observe and report any abuse, neglect, or safety concerns.
Qualifications Bachelor's degree in social work, sociology, psychology, counseling, or a related human services field and two years’ experience working with children and families.
Alternatively, five years’ experience with a placing agency working with troubled children and families may be considered in lieu of a graduate degree.
Salary Range USD $47,000 – $50,000 per year.
