Construction Contracts Specialist (Mid and Senior) (Richmond, Hybrid)

We offer a hybrid 3‑2 work schedule (three days in the office, two days of teleworking) to accommodate flexibility.
Military service members and veterans with ranks from E5‑E9, W1‑CW5, or O3‑O6, plus an appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary This role will be filled at either the mid or senior level, depending on experience. Incumbents are responsible for ensuring the effective development and management of engineering and construction related procurement contracts in a cost‑effective and timely manner. The position works with supply chain to develop appropriate supply chain strategies for procurement and materials management for the construction organization, may serve as cross‑functional team leader, reviews solicitation documents and supports evaluation of proposals consistent with established bid processes, and is part of the negotiation team that negotiates Engineering Procurement Contract (EPC) agreements with large construction suppliers.
The specialist administers EPC Agreements, including the resolution of billing issues, negotiation and coordination of security deposits, interpretation of contract language, and ensuring compliance with terms and conditions. Supports training of employees at construction sites, maintains close day‑to‑day contact with personnel to monitor contract performance and deviations, reviews amendments and change orders, coordinates resolution of contractual and technical disagreements, assists in audit strategies, and prepares management reports.
Additional responsibilities include managing complex generation and environmental agreements for materials/equipment/services, supporting activities related to identification, solicitation, evaluation and award of bids to suppliers, implementing cost improvements, communicating with field and project personnel, compiling reports, and maintaining contract databases for project planning and forecasting.
Required Knowledge, Skills, Abilities & Experience
Construction Contracts Specialist
– 3+ years experience dealing with contractors, integrated supplies and alliance partners; knowledge of purchasing laws and practices; working knowledge of business and contract law; understanding of procurement principles and negotiation techniques.
Senior Construction Contracts Specialist
– 5+ years experience with the above responsibilities.
Skills
– Leadership; excellent verbal, written and presentation skills; effective human relations; proven influence, persuasion and negotiation; strong project management, decision‑making and problem‑solving; organizational, forecasting and trend analysis; value/cost analysis; math, computer and analytical proficiency.
Knowledge
– Working knowledge of accounting principles; substantial experience with energy contracts and negotiations; basic regulatory methods, rate‑making principles and procedures.
Abilities
– Work effectively with employees at all levels and external personnel; apply business judgment and analytical abilities to diverse issues; manage multiple priorities and meet deadlines; research, gather, analyze large volumes of complex data and perform mathematical calculations to prepare and present statistical reports.
Education Requirements Bachelor’s degree in Business, Construction Engineering, or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
Working Conditions Travel up to 25%.
