Texas Health and Human Services Commission (HHSC) invites qualified applicants to apply for the role of Contract Specialist V, responsible for supporting contract administration and oversight for the Area Agencies on Aging.

Key Responsibilities Under the direction of the Contract Administration Manager I, the selected candidate will perform advanced, senior-level technical and consultative work that includes:

Provide quality assurance monitoring of contract deliverables, compliance, reporting, and internal controls to ensure adherence to federal and state laws, HHSC policies, and contract provisions.

Prepare reports with findings, recommendations, and corrective actions for contractors.

Offer technical assistance to HHSC contractors regarding contract compliance matters.

Conduct analysis of contractor performance using performance reports and data, aid in recommending sanctions or other enforcement actions.

Serve as the point of contact for all contractual accountability activities, coordinate resolution of contract issues, negotiate amendments, and maintain contractor files.

Execute complex monitoring of entities administering Older Americans Act services, including examination of financial data, management practices, and internal controls.

Provide consultation and technical assistance on contract issues, policy interpretation, and identify gaps for system improvement.

Produce well‑written monitoring reports, special correspondences, and statistical analyses using Word, Excel, or similar tools.

Manage special projects, cross‑train in monitoring and contract management activities as needed.

Essential Job Functions

(30%) Point of contact for contractual accountability, contract issue resolution, amendment negotiation, and closeout activities.

(25%) Complex monitoring of contractors, risk analysis, and testing of source documentation for compliance.

(20%) Consultation and technical assistance, policy review, and system improvement recommendations.

(20%) Production of monitoring reports, statistical analyses, and executive communications.

(5%) Other duties as assigned, including special project management.

Knowledge, Skills & Abilities

Knowledge of complex data systems, journals and source documentation required for contract compliance.

Knowledge of state and federal statutes, rules, regulations, and guidance relevant to aging services and contracts.

Knowledge of contract performance management and monitoring procedures.

Project management skill for complex, cross‑agency projects.

Strong analytical, problem‑solving, and negotiation abilities.

Proficiency with Microsoft Office, especially Excel and Word.

Excellent written and oral communication, with ability to synthesize technical information for internal and external audiences.

Ability to develop, review, write, and edit high‑quality reports and correspondence.

Attention to detail, independent judgment, and effective prioritization of multiple deadlines.

Ability to build and maintain strong working relationships, negotiate, and identify internal and external dynamics affecting the organization.

At least two years’ experience interpreting federal and state laws, policies, rules, and requirements in health and human services programs.

Registrations / Licensure Requirements

Certified Texas Contract Management (CTCM) preferred; must be obtained within 6 months of employment.

Initial Screening Criteria

Graduation from an accredited four‑year college or university with coursework in finance, business administration, or a related field (preferred).

Experience in a Texas state agency in contract development, procurement, and management (preferred).

Minimum of 3 years full‑time professional experience in a large public sector organization in contract management.

Experience with MS Office suite, including Excel and Word; preference for PeopleSoft, CAPPS Financials, or other financial software.

Minimum of 1 year of experience in contract monitoring.

Additional Information Telework is eligible; please note that all HHS positions are subject to state and agency telework policies and supervisor discretion. Travel up to 15% may be required. This position is non‑exempt, full‑time, regular employee with opportunity for career advancement under HHSC.
