Position Summary Ensure compliance with U.S. and Canadian customs laws and regulations, facilitate and maintain daily import/export compliance operations, audit and analyze data, and serve as liaison to customs brokers, freight forwarders, and internal stakeholders. Manage compliance programs such as ISA, C‑TPAT and PIP, stay abreast of relevant laws and regulations, and advise management accordingly.
Major Responsibilities / Essential Functions
Maintain Customs Entry, Drawback and Compliance Records per U.S. Customs record‑keeping requirements and assist with timely filing of all post‑entries, reconciliations, drawbacks, prior disclosures, recoveries and CF28/29.
Respond to department requests or vendor inquiries about classification, duty rates, documentation requirements or other import/export regulations to ensure timely movement of goods; monitor the customs broker for timeliness of clearance, payment of duties and fees, data accuracy, entry problem resolution and broker supervision.
Assist with product classification using the Harmonized Tariff Schedule of the United States (HTSUS) and Canada, interpreting General Rules of Interpretation (GRIs), Binding Rulings, Explanatory Notes, Informed Compliance Publications, Reasonable Care Guides and other established customs information.
Support all facets of ISA, C‑TPAT, PIP, Fish & Wildlife programs including annual validations, vendor questionnaires, certifications, reporting and training; perform comprehensive audits of customs data (shipments, valuations, etc.).
Assist in the preparation of drawback claims; comply with all other requirements of Signet’s Customs Compliance Manual and Desktop Procedures; complete special projects as assigned by the Director of Import & Export Compliance.
Position Qualifications
Education : Bachelor’s degree in Customs, International Trade, Logistics or a related area, or equivalent experience.
Acceptable Job‑Related Experience : 5+ years in trade compliance (import/export) and/or customs.
Years of Job‑Related Experience : 5+ years.
Technical/Other Skills :
Good knowledge of 19 CFR (Imports) and 15 CFR (Exports), Canada Border Services Agency regulations and C‑TPAT/ISA programs.
Strong analytical and problem‑solving skills with attention to detail.
Strong organizational and time‑management skills.
Excellent verbal and written communication skills.
Proficiency with PC software for analysis, reports and audits.
Ability to establish positive working relationships across the organization and with customs officials.

– $60,500.00 to $85,000.00 (base pay may vary by region, equity, and experience).
