Summary Administers and develops short‑ and long‑range objectives for the Employee Relations Bureau of the Division of Personnel, implementing formal workplace investigations of employment‑related matters and other forms of employee misconduct in an independent, consistent, and objective manner. Serves as the primary statewide contact point for investigative best practices and modeling.
Experience Counts Each additional year of approved formal education may be substituted for one year of required work experience, and vice versa.
Minimum Qualifications
Education/Experience: Bachelor’s degree and 6 years of experience OR an equivalent combination of 10 years of education and experience after high school graduation. Must be in business administration, public administration, human resources administration, labor relations, law, law enforcement, conducting investigations, or a related field, with at least one year in conducting investigations, mediating, or resolving personnel grievances or appeals.
License/Certification: Valid driver’s license or reliable transportation access.

Trainee Option Candidates with an equivalent combination of 9+ years of relevant education and experience after high school ≥ 9 years, and/or lacking one year in conducting investigations or resolving personnel grievances or appeals, may be considered for trainee status.
Preferred Qualifications
Experience with investigations and narrative report writing.
Strong organizational, analytical, and interpersonal skills, including interviewing, problem solving, and conflict management.
Excellent written and verbal communication skills.

Responsibilities
Oversees and conducts highly sensitive and complex administrative investigations of employment‑related matters, directing interview processes, obtaining and reviewing evidence, and preparing final reports.
Collaborates with senior management statewide to conduct specialized investigations, identifying investigative issues and initiating cases.
Serves as lead investigator on cases involving unclassified directors and senior‑level management.
Develops statewide investigative training models and policies, providing mediation and informal dispute resolution services.
Coordinates, leads, and implements special projects in training, mediation, employee relations, workforce development, and human resources administration.
Manages the fact‑finding process through open‑ended interviewing and statement taking.
Prepares objective, concise, and factual written reports, debriefing leadership on findings.
Stays current with legislation, complying with standards, attending relevant training, and ensuring high standard guidance.
Consistently treats all with courtesy, respect, and professionalism, exceeding customer service expectations.
