Full Time The States of Guernsey is looking for a Senior Programme Manager to join their team in the Portfolio Delivery Service. The post holder will have two primary duties; to undertake all aspects of programme management for large scale, complex programmes of transformational change; and to support the development of a Programme and Project Management Community of Practice across the States of Guernsey. The management of Programmes will require the effective design and co-ordination of the Programme’s projects and management of their inter-dependencies including oversight of any risks and issues arising. It will also include the co-ordination of the new capabilities for the business to enable effective change and realisation of projected benefits. In most cases, the Senior Programme Manager will work across a number of initiatives, with an emphasis on creating and maintaining focus, enthusiasm and momentum in a large scale transformation programmes. A good understanding of service/business transformation and change methodologies and the application of the associated methodologies are key attributes. The Senior Programme Manager will play a key role in developing the States’ programme and project management capability through the development of a Community of Practice. This aspect of the role includes working closely with colleagues from across the States to refine programme and project management approaches, adopt current tools and techniques, and deliver associated training. On a day to day basis the Senior Programme Manager will report directly to the SRO for allocated programmes, will lead project teams, and work closely with officers responsible for related business as usual activities.
