Health Solutions Proposal Strategist
Aptive is seeking an experienced Health Solutions Proposal Strategist to support the development of proposals, white papers and presentations specific to the Department of Veterans Affairs and the Department of Health and Human Services (HHS). This role supports capture and proposal development activities for health related opportunities across the federal government. The Solutions Architect brings knowledge of the healthcare sector, VA/VHA, HHS, and the ability to apply critical thinking across an opportunity lifecycle engaging customers to understand requirements, translating business and technical requirements to realistic and innovative solutions, articulating value propositions, and conceptualizing and developing creative approaches to meeting customer outcomes and objectives. The Solutions Architect will bring solutions forward through white papers, proof of concepts, presentations, and proposal responses. This position requires leading and engaging teams of people with diverse skills to develop comprehensive solutions ranging from specific system needs to full enterprise coverage. The successful candidate will be able to conceptualize these solutions around key business needs and goals in full awareness of industry trends.
Primary Responsibilities
Strategist responsible for establishing solution vision and alignment to customer objectives and translating those into proposals
Hands‑on authoring of solutions for federal health proposals with a primary focus on VA and HHS
Lead the development of innovative solutions in support of major capture efforts
Create content for white papers, proposals, and briefings demonstrating the thought leadership capabilities of the organization
Assist in the development of the systems integration capabilities across multiple accounts within the business
Support program management and business development reviews and assist in improving performance of existing projects
Conduct pre‑sales engineering activities
Incorporate win strategies and articulate the 'why us' story
Partner with technical and customer domain SMEs to lead solutioning activities
Conceptualize graphics to convey key solution concepts
Promote the application of proposal best practices
Develop value propositions
Facilitate solution knowledge and network development
Demonstrate creative thinking across a broad range of technical and strategic competencies
Minimum Qualifications
Bachelor's Degree in public health, behavioral health or related discipline
Minimum of five (5) years of experience authoring technical sections in proposals
Minimum of eight (8) years of professional experience in health‑related projects and Federal Government contracting
Demonstrated experience in one or more health functional areas
Demonstrated ability to multi‑task
Excellent understanding of processes/tools/frameworks used within HHS
Ability to tailor technical solutions to meet VA/HHS/DHA needs
Experience and understanding of project management methodologies
Ability to work remotely with minimal guidance
Exceptional written/oral communication skills
Ability to obtain a government clearance
Desired Qualifications
Master's Degree in public health, behavioral health or related discipline
Energy, drive, enthusiasm, and initiative
A proven track record of identifying and converting opportunities into sales
Knowledge of the HHS vendor marketplace and ability to identify and engage teaming partners
Successful execution of each phase of the proposal development process
Knowledge of the VA vendor marketplace and ability to identify and engage teaming partners
